Plans, organizes and controls the Department of Utilities’ financial functions and serves as financial liaison to Finance, Human Resources, and other city departments. Annually develops, refines and administers the annual operating budget for all five utility funds and prepares the five year capital improvement plan for Utilities; supervises support services staff; and researching and preparing special projects. Serves as a project lead for utilities and responds to regulatory agencies.

EXAMPLE OF DUTIES
The essential functions of the job are not limited to those listed in the job description. The City retains the discretion to add to or change the duties of the position at any time.Prepares annual budget by supervising city's budgeting policies and software by developing a revenue model based on rate study and anticipated changes in the rate base; reviewing and refining operating and capital expenditures; and presenting a balanced budget to City manager and Utilities commission for approval. Reviews and monitors all purchase requisitions by insuring that funds have been appropriated and are available for use; analyzing all transactions to ensure funds are being expended and accounted for as appropriated; and making year-end adjustments to operating budget account.Supervises and reviews daily work performed by senior account clerks and utilities warehouse manager and by reviewing weekly and monthly payrolls for accuracy and compliance with city policy.Acts as a Liaison to other department by attending Danville utility commission and City Council meetings; answering questions and providing support; analyzing and generating detailed answers to other departments.Serves as project coordinator by providing detailed monthly revenue data from customer billing system and investigating anomalies.Reports to Governmental and other entities regarding power and light metrics by generating an annual report to Department of Energy and SCC. ADDITIONAL DUTIES Performs additional duties as assigned.

SUPPLEMENTAL INFORMATION
PHYSICAL DEMANDSWork is sedentary in nature, requiring occasional light physical exertion. Requires adequate vision, hearing and talking to use a computer, telephone and communicating effectively with others. NON-PHYSICAL DEMANDS Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time. Regular and predictable attendance is expected.May frequently experience time pressure, change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, and tedious or exacting work.May occasionally experience irregular work schedule/overtime and noisy/distracting environment. MACHINES, TOOLS, EQUIPMENT, SOFTWARE AND HARDWARETypically requires use of standard office equipment, including computer and related hardware and software, and any other equipment as appropriate or required. WORK ENVIRONMENTThe work is typically performed in an office setting, primarily at a desk in a quiet environment, where the employee is not normally exposed to environmental hazards. The employee is expected to use appropriate protective equipment for the assigned task; and any other equipment as apparent or assigned.
