What are the responsibilities and job description for the Water Treatment Manager position at City of Danville?
Oversees the daily operations of the treatment plant, laboratory and maintenance of the facility. Daily interacts with the employees and reviews operational log sheets and work orders. Optimizes the various treatment processes. Processes invoices and approves payroll on a weekly basis. Interprets and evaluates regulations that are mandated by the Environmental Protection Agency and enforced by Virginia Department of Health: Office of Drinking Water.
The essential functions of the job are not limited to those listed in the job description. The City retains the discretion to add to or change the duties of the position at any time.
- Manages and oversees the daily operation and staff of the treatment plant by discussing the operational issues with first shift staff reviewing SCADA system for problems with treatment processes; handling a variety of unplanned problems which require immediate attention; and answering phones and mail, and processing payroll when needed.
- Prepares the documents for reporting the treatment process to state and federal agencies monthly and utilizes these reports and other historical record keeping for plant and process evaluation.
- Manages the daily operation of the laboratory by meeting with the Water Chemist and discussing issues; reviewing records on a monthly basis which will be audited every three years by the Laboratory Certification Officer of the Division of Consolidated Laboratory Services And ensuring that chemist collects all required samples in accordance with regulations.
- Manages the maintenance issues by working with the Senior Industrial Mechanic(s); reviewing any outstanding work orders and notes from operational staff; and ensuring corrective actions are taken to repair or replace damaged equipment.
- Manages the water treatment plant budget by reviewing and processing invoices and sending to Finance for payment; ensuring all purchases from plant personnel are submitted for review and coding to the budget each week; and preparing the annual budget for Water Treatment.
- Interprets and evaluates regulations on how they will impact the plant operations and water quality by contacting other water plants to share information and ideas for meeting the future regulations; and maintaining a good relationship with local VDH Office of Drinking Water.
- Assists in computer troubleshooting to keep required plant process instrumentation in proper working order.
- Works as a backup for any operator or for the Water Chemist.

Education and Experience
Bachelor’s Degree, with broad knowledge in a general professional or technical field; intermediate computer knowledge and Microsoft software experience; and three to five years of experience.
An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above
Certifications/Licenses
- Valid Driver’s License with acceptable driving record according to City Criteria
- Virginia Class I Waterworks Operator License within 18 months of employment

The work is typically performed in an office and plant, where there is occasional exposure to respiratory, mechanical, chemical, fire, and physical hazards; extreme temperatures, noise and vibration, and wetness/humidity. There is rare exposure to electrical hazards and communicable diseases.
The employee is expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, safety glasses, hearing and eye protection, etc.); and any other equipment as apparent or assigned.
