Description
The purpose of this classification, under the administrative direction of the Chief Financial Officer, is to assist the senior management of the City in planning, developing, implementing, and administering the five (5) year capital program and operating budget. The employee in this classification performs administrative work. Position is responsible for providing departments with assistance in budgetary and financial matters and monitoring and analyzing to ensure budget control. Performs related work and special projects as required.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Prepares annual revenue budgets; develops annual operating budget, capital improvement program, and 10-year financial plan within established general guidelines.
Prepares monthly budget and expenditure projection reports; directs the preparation of reports and statements on the City’s financial affairs and reviews and analyzes budget requests from departments.
Assists Human Resources in preparing payroll projections for operating budget, such as adding/deleting positions, benefit calculations, etc.
Prepares final draft of operating budget.
Establishes project numbers authorized by adoption of five-year capital program.
Communicates and interacts with various city employees regarding budget preparation, transfers and budget amendments.
Prepares draft of budget amendment (i.e. work papers and memoranda explaining to City Manager).
Closely monitors all budget changes and transfers monthly, and updates budget records accordingly.
Prepares five-year capital program and operating budget calendar and updates for current year various schedules, coordinates time schedules and training.
Prepares revenue estimates and financial forecasting techniques through computer models.
Participates in balancing budget for five-year capital program.
Solicits bids for printing capital program and annual operating budget, contacts printer.
Prepares analysis of construction in progress for all city funds to be used by the City Manager in budget message.
Analyzes and reviews budget information; participates in various budget meetings.
Plans and schedules the time frame for budget preparation and supervises the distribution of all budget materials.
Assists in facilitating budget workshops for City Commission with Chief Financial Officer.
Prepares advertisement and drafts of ordinances and resolutions for adopting budget and ensures that this is done in compliance with the T.R.I.M. laws for the State of Florida.
MARGINAL FUNCTIONS
Adds new ledger account numbers as needed in Budget software.
Performs other related duties as required.
MINIMUM QUALIFICATIONS (Education, Training, and Experience)
Bachelor’s degree in public or business administration with major in accounting, finance, or a closely related field; supplemented by five (5) years previous experience and/or training that includes experience in budget management and analysis; or an equivalent combination of education, training, and experience.
Designation as a Certified Government Finance Officer (CGFO), Certified Public Finance Officer (CPFO), a Certified Governmental Financial Manager (CGFM), or other related certifications are preferred. Must be proficient in Microsoft Excel, Work, Outlook and the use of databases.

Has considerable knowledge of principles and practices of planning, developing, implementing and administering the city budget and budget control.
