Description

Purpose


The purpose of this classification under general direction is the enforcement of City State and Federal codes and ordinances regulating building construction and development regulations applicable to the state building codes and related standards. Employees in this classification perform technical work in both office and field environments. Requires field and technical knowledge of construction means and methods inspection techniques and adopted codes and standards. Performs related work as required.

Education; Training and Experience


High School diploma or GED, Associate Degree preferred; supplemented by at least five (5) years' experience in residential and/or commercial construction.

SPECIAL REQUIREMENTS

Requires Standard/Provisional licensure as required by the Florida Building Code Administrators & Inspectors Board in four (4) inspector categories; or possession of a One & Two Family Dwelling Standard/Provisional License and two additional Standard/Provisional Licenses in the inspector category. Possession of and ability to maintain a valid State of Florida Driver’s License.

Job Description


ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Inspects building construction to insure code compliance. Reviews civil and construction documents plans assists and advises contractors and others regarding construction and land use regulations. Assists and advises contractors engineers developers and others with compliance with building and site construction floodplain and other applicable development regulations. Conducts inspections on permits issued; performs follow-up inspections with regard to noncompliance violations and/or complaints. Records inspection findings and results. Issues notices of violation and/or stop work orders when required. Maintains various records and reports (i.e. inspections performed permits issues conditions found actions taken). Interprets building/land use codes in response to inquiries from architects engineers contractors and the general public.

MARGINAL FUNCTIONS

Ability to read and interpret moderately complex construction documents specifications plats and profiles. Knowledge of construction methods materials and processes. Knowledge of computer programs and applications Ability to interpret a variety of applicable to codes/regulations regarding construction and appearance standards. Performs other related duties as required.

Requires the ability to calculate decimals and percentages; ability to perform mathematical operations with fractions; ability to compute discount interest profit and loss ratio and proportion; ability to calculate surface areas volumes weights and measures. Functional Reasoning: Requires the ability to apply principles of influence systems such as motivation incentive and leadership. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

Situational Reasoning:
Requires the ability to exercise the judgment decisiveness and creativity required in situations involving the evaluation of information against sensory judgmental or subjective criteria as opposed to that which is clearly measurable or verifiable.

ADA COMPLIANCE

Physical Ability:
Tasks involve the regular and at times sustained performance of moderately physically demanding work typically involving some combination of climbing and balancing stooping kneeling crouching and crawling and that may involve the lifting carrying pushing and/or pulling of moderately heavy objects and materials (20-50 pounds).

Sensory Requirements:
Some tasks require the ability to perceive and discriminate depths. Some tasks require visual perception and discrimination. Some tasks require oral communications ability.

Environmental Factors:
Tasks may risk exposure to dust violence heat cold odors toxic agents noise smoke vibrations wetness humidity disease machinery electrical currents and bright or dim lights.

PERFORMANCE INDICATORS

The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein: Knowledge of Job: Has considerable knowledge of the methods procedures and policies of the City of Daytona Beach as such pertain to the performance of the essential duties of Combination Inspector. Has considerable knowledge of principles and practices of technical inspection work. Has considerable knowledge of the laws ordinances standards and regulations pertaining to the essential duties and responsibilities of the position. Has considerable knowledge of the organization of the department and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel as well as any external entities with which position interacts. Knowledge of Erosion and Sedimentation Control measures. Knowledge and ability in mathematics and construction terminology. Ability to read and interpret moderately complex construction plans plats and profiles. Knowledge of the principle's materials and methods of site preparation and construction. Knowledge of computer programs and applications Knowledge of the City’s Land Development Code construction standards. Ability to understand and follow complex oral and written instructions. Ability to make technical inspections and to enforce regulations firmly and tactfully. Ability to keep coherent inspection records and make reports.

Maintains quality communication and interaction with intra- and interdepartmental personnel and any external entities with which position interacts.
