Description

PURPOSE OF CLASSIFICATION
The purpose of this classification, under direction, is to perform responsible clerical, technical, and customer service work in the review of commercial and residential building permit applications for compliance with Daytona Beach development standards and National Flood Insurance Program (NFIP) requirements and maintain records and documents that ensure the community is eligible to participate in Federal Emergency Management Agency (FEMA)’s National Flood Insurance Program (NFIP) and Community Rating System (CRS). Explain floodplain development requirements to applicants and the general public as requested. Under direction of the Building Official, work is performed with considerable independence on program matters but problems encountered of an unusual nature are referred to more senior officials.

ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all- inclusive. Other duties may be required and assigned.

Reviews and maintains floodplain related construction certificates (i.e., elevation certificates, etc.).

Review building permit applications for compliance with the City of Daytona Beach Land Development Code, as they pertain to flood protection, including the determinations of substantial improvement or damage including Construction Certifications (elevation certificates, floodproofing certificates, etc.).

Review elevation certificates for completeness and accuracy. Identify deficiencies before approving.

Utilizes web-based maps to make flood hazard determinations including, but not limited to, flood zone and Base Flood Elevation (BFE) determinations.

Performs field reviews, responds to concerns, and documents observations and investigations related to compliance with the City of Daytona Beach Land Development Code.

Provide Letters of Determination.

Completes flood information reports for inquiries.

Maintains and organizes flood hazard maps, letters of map changes (LOMC), floodplain related construction certificates, flood insurance studies (FIS), and any other flood hazard related maps and documents.

Provides report of permitting and construction cost history for substantial damage/substantial improvement determinations.

Review, research, and compile materials necessary to demonstrate compliance during recertification and verification cycles.

Assists FEMA and State Flood Manager representatives during Community Assistance Visits (CAV), CRS program review, and floodplain management program activities.

Respond to inquiries from citizens and other departments regarding floodplain management principles.

Attend, conduct, and facilitate workshop, training, other meetings, and presentations.

Participates in the development review process of all development projects and flood plain management responsibility within City limits, to include commercial site plans, subdivisions, and planned development requests; reviews and provides comments on site plans and subdivisions for conformance to the City’s current Land Development Code and reviews new development studies for the purpose of providing recommendations concerning feasibility.

When otherwise not involved in the floodplain process, works directly with the Development Review Technicians relating to Projects.

Monitors all flood hazard areas within the City limits and coordinates with FEMA officials.

MARGINAL FUNCTIONS
Performs other related duties as required.

MINIMUM QUALIFICATIONS (Education, Training, and Experience)
High School diploma/GED and four (4) years’ professional experience in one or more of the following: building or construction plan review, elevation certificate review, National Flood Insurance Program (NFIP) requirements, Flood Insurance Rate Map (FIRM) interpretation or assisting in the development and implementation of other floodplain management related programs, or Associates degree from an accredited college or university with major course work in floodplain management, emergency management, planning, environmental studies, engineering, hydrology/hydraulics, Geographic Information Systems (GIS), governmental studies or a related field and two (2) years’ experience as described above.

SPECIAL REQUIREMENTS
Must possess or obtain State Floodplain Managers (ASFPM) Certified Floodplain Manager (CFM) certification within one (1) year of hire into the position.
Ability to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Must possess a valid Florida Driver’s License.

Requires the ability to start, stop, operate and monitor the functioning of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude:
Requires the ability to utilize a wide variety of descriptive data and information, such as maps and codes.

Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; utilize descriptive statistics; utilize principles of algebra and geometry.

Functional Reasoning:
Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independe3nt judgment to adopt or modify standards to meet variations in assigned objectives.

Situational Reasoning:
Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.

COMPLIANCE
Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work, involving some reaching, handling, fingering and/or feeling of objects and materials.

Sensory Requirements:
Some tasks require visual perception and discrimination. Some tasks require oral communications ability.

Environmental Factors:
Tasks are sometimes performed with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.

PERFORMANCE INDICATORS
The work performance of supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:

Knowledge of Job:
Has comprehensive knowledge of local, state, and federal laws, rules and regulations as related to floodplain management the methods, procedures and policies of the City of Daytona as such pertain to the performance of the essential duties of a Floodplain Technician. Has comprehensive knowledge of the Federal Emergency Management Agency (FEMA), National Flood Insurance Program (NFIP) and the Community Rating System (CRS). Has comprehensive knowledge of the organization of the department, and of related departments and agencies. Has the comprehensive knowledge to read and interpret basic civil engineering plans, maps, aerials, and survey symbols. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has thorough knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts.

Quality of Work:
Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.

Works with upper management, where appropriate, to select and recommend employment of qualified personnel. Personally directs the development and training of personnel under charge, ensuring their proper induction, orientation, and training.

Provides adequate feedback to personnel under charge concerning their performance.
