Description

Purpose

The purpose of this classification under the direct supervision of the Police Financial Manager is to locate, apply, coordinate and maintain grants for the police department. Performs related work as required.

Education; Training and Experience

Bachelor’s degree in Criminal Justice; Law Enforcement; Public Administration; or related field preferred; supplemented by two (2) years' experience in police grant origination; administration or related function.
Must be proficient in Microsoft Office (Excel, Word, Outlook)

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Locate grant funding opportunities.

Develop documents submit grant applications.

Maintain coordinate and administer grants.

Meet performance reporting requirements and operational needs.

Coordinate specifications purchasing and implementation of personnel and equipment under grant requirements.

Maintain computerized tracking system which identifies grant records of all grant applications status and awards.

Assist Police Financial Manager in preparing budgets and other specialized reports.

Reviews and recommends grant decisions and actions.

Works with and coordinates grants for the Daytona Beach Police Department.

Establishes regular contact with the accreditation specialist to support all grant standards set forth in CFA and CALEA (when applicable).

Establishes regular contact with the City Finance Department to support all grant standards set forth in City Ordinance and City Policy (when applicable).

Assists with the maintenance of standards and reports necessary for grants maintenance.

Conducts briefings as needed with the Command staff regarding the operational progress of grants.

Participates in staff functions at the Agency level.

Requires the ability to operate maneuver and/or control the actions of equipment, machinery, tools and/or materials used in performing essential functions.

Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs.

Requires ability to carry out instructions furnished in written oral or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.

Situational Reasoning:
Requires the ability to exercise the judgment decisiveness and creativity in situations involving a variety of generally pre-defined duties that are often characterized by frequent change.

Physical Ability: Tasks involve the ability to exert very moderate physical effort in light work typically involving inside sedentary work. Ability to grasp, reach, stand, walk, sit, handle and finger dexterity.

Sensory Requirements:
Ability to read and comprehend professional and technical manuals, procedures, journals and documents; legal documents; maps and layouts; memos, reports, summaries and evaluations; financial reports. Some tasks require visual perception and discrimination. Some tasks require oral communications ability.

Environmental Factors:
Tasks may risk exposure to dusts and odors in an office environment.

The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:

Knowledge of Job:
Has working knowledge of the methods procedures and policies of the City of Daytona Beach as such pertain to the performance of the essential duties of Police Grants & Projects Specialist. Has working knowledge of principles and practices of grant procurement and administration. Skills and abilities required for knowledge in the operating procedures of the City and Daytona Beach Police Department. Has working knowledge of the laws, ordinances, standards and regulations pertaining to the essential duties and responsibilities of the position. Has working knowledge of the organization of the department and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has working knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities. Skilled in the areas of police administration and operations. Ability to plan assign and review the work of department personnel. Ability to establish and maintain effective working relationships with other public officials and the community. Ability to exercise good judgment in evaluating situations and making decisions. Ability to demonstrate job related computer proficiency.

Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with which the position interacts.

Performs described essential functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.

Dependability: Assumes responsibility for completion of assigned functions. Completes assigned work within deadlines in accordance with directives policies standards and prescribed procedures. Maintains accountability for assigned responsibilities in the technical human and conceptual areas.
