Description
PURPOSE OF CLASSIFICATION
The purpose of this classification is to provide a lead staff person responsible for development and implementation of the City’s resilience strategy as well as managing the City’s water conservation program. The SRO articulates a compelling vision for community resilience and conservation and effectively coordinates with City government staff and stakeholders in the community to achieve progress toward that vision. The SRO is involved with the implementation of resilience projects, including helping to secure funding for resilience initiatives, formulating work plans, and monitoring and reporting progress. To enhance multi‐departmental coordination and to integrate resilience initiatives throughout City operations, the SRO works closely with other supporting departments throughout the city. This position is a technical position which reports directly to the Utilities Director. This position will require time and effort both in the field and in the office. Excellent leadership and interpersonal skills are required to accomplish the tasks of the SRO.
ESSENTIAL FUNCTIONS
Lead development of the resilience strategy, including data collection and analysis, prioritization, and documentation. Responsible for developing and managing necessary work plans and associated budgets.
Responsible for aligning resilience strategy development with other City plans and policies, including State and Federal Grant Programs, the City’s Comprehensive Plan, and plans for capital improvements.
Responsible for overseeing and managing ongoing resiliency studies, projects, and initiatives, including but not limited to capital improvement projects, federal grants, and other hazard mitigation grant program/projects.
Coordinates work schedules, project assignments, budget, procedures, and similar activities with the Utilities Director.
Serves as primary point of contact for the City for resiliency matters. Represents the City and serves as a thought leader within the City and the region on local government’s role in advancing community resilience. Responsible for convening key stakeholders within the City government and in the community and region to ensure robust and diverse stakeholder input and buy‐in.
Helps to develop funding strategy at the local, State, and Federal level to implement priority resilience initiatives. Responsible for maintaining complete files on all state, federal, and other grants or agreements including, but not limited to, grant applications, agreements, amendments, required reports, reimbursement or receipt of grant funds, and closeout documentation in relation to resiliency programs and projects.
Facilitate sustained stakeholder engagement through media outreach and close collaboration with community partners in both the public and private sectors. Prepares presentations and outreach materials.
Manages the City’s Water Conservation Program approved by SJRWMD as part of the Consumptive Use Permit requirements, including:
- Public outreach to citizens and utility customers regarding the importance of conserving drinking water and utilizing alternative water supplies.
- Coordinating with the Regulatory Compliance Manager to perform annual water audits required by the SJRWMD.
- Provides insight and direction on meter related projects to limit wasteful use of drinking water.
- Acts as a liaison to the Water Management District regarding ongoing water conservation efforts.
Provides budget insights into resiliency/water loss initiatives.
Attend various project meetings, construction meetings, and Commission meetings as needed.
Checks work performed by contractors is following plans and specifications and work site safety requirements are being followed.
Prepare, review, and monitor project budgets.
Provide Utilities Director or designee with periodic feedback and status updates.
Receives, reviews, prepares, and/or submits a variety of documents such as construction/engineering plans, specifications, bid requests, bid documents, permit applications, proposals, contracts, technical reports, proposed budgets, cost estimates, various records, forms, reports, correspondence, etc.
Attends and participates in bid openings, reviews bid submittals to ensure conformance with resiliency and conservation initiatives.
Confers with local, State, County, and Federal agencies concerning water conservation and resiliency projects affecting the City. Meets with regulatory personnel and others as needed to coordinate compliance issues and processes pertinent project permit applications.
Uses computer for word, data processing, computational spreadsheets and computer-aided design; provides work guidance to staff draft-persons.
Interacts and communicates with City employees, contractors, and engineering consultants, county and state government personnel, and the public at large.

MINIMUM QUALIFICATIONS (Education, Training, and Experience)
Bachelor’s degree in environmental or civil engineering or related field required. A minimum of three (3) to five (5) years of experience or an equivalent combination of related graduate-level education and experience. Experience in project management, grant acquisition and administration, sea level rise, resiliency projects/programs or related activities is preferred.
SPECIAL REQUIREMENTS
Possession of valid Florida Driver’s License.
