Description
Purpose
The purpose of this classification under general direction of the City Engineer and/or the Technical Service Director is the inspection of construction work to determine that it is in compliance with project plans, specifications and permits as well as City State and Federal codes and ordinances. The inspection work will apply to all types of public works projects to include but not necessarily be limited to City FDOT LAP and other grant agency funded roadway, recreational trails and facilities, building and building systems alteration, minor bridges and dockage, hardscape amenities and miscellaneous community infrastructure enhancements. Employees in this classification perform technical work to assist the Technical Services Division staff to ensure contractor compliance with grant agency requirements. Position is also responsible for investigating customer complaints regarding infrastructure issues and assisting with their resolution and inspecting franchise utility work within City right of way. Performs related work as required.Education; Training & Experience
High School diploma or GED required; Associate degree preferred; supplemented by at least five (5) years progressively responsible experience in field construction inspection and/or design on governmental; granting agency or private sector funded projects in a variety of forms from buildings; minor utilities; minor bridges; recreational trails; roadway and associated components and community enhancement project construction.
Knowledge, experience, comprehension; interpretation and review of field-testing reports for concrete and asphalt paving projects. Experience in construction projects in accordance with ADA guidelines and Florida Accessibility Code.
Knowledge and application of the Manual on Uniform Traffic Control Devices (MUTCD).
Possession of or ability to obtain FDOT Temporary Traffic Control Certification.
Possession of a valid State of Florida Driver’s License.
FDOT or other professional regulatory roadway and/or building facility construction agency or association certifications in primary facets of roadway and building facilities construction are preferred.
ESSENTIAL FUNCTIONS
Inspects City and grant agency funded roadway building and other infrastructure construction to ensure compliance with grant agreement conditions plans specifications and regulatory requirements.
Constructability review of plans and specifications advises contractors and others regarding construction regulations grant agency construction requirements and applicable City Codes and regulations.
Responds to customer complaints regarding infrastructure investigates and assists with developing and implementing resolutions.
Inspects right of way utilization permits and restoration requirements.
Conducts inspections on permits issued; performs follow-up inspections with regard to noncompliance violations and/or complaints.
Issues notices of violation and/or warnings under the direction of the City Engineer or designated authority.
Prepares and maintains various records and reports (i.e. inspections performed, diaries of project activities, permits, issues conditions found testing results actions taken).
Assists the City Engineer/Project Managers with materials testing pay estimates change orders requests for additional information public inquiries and compliance with FDOT County Federal and other granting agency onsite requirements
