The City of De Pere is seeking a Maintenance Specialist - HVAC. This position will perform skilled HVAC work (20%) and general maintenance work (80%) to maintain machines, equipment, and City facilities.

The typical work schedule is Monday – Thursday, 6:30 a.m. – 4:00 p.m. and Friday, 6:30 a.m. – 10:30 a.m., plus additional hours as needed for emergencies.  The City of De Pere recognizes the importance of its employees having a proper work-life balance and supports alternative work schedules (i.e., four 10-hour days or five 8-hour days).  In addition, new employees receive three weeks of vacation time and four floating holidays per year beginning on the first day of work (prorated the first year).

Salary: The full salary range for this position is $34.03 - $48.61 per hour, plus excellent benefits package.  The anticipated starting salary is $34.03 - $40.83, depending on qualifications.  The City of De Pere rewards employees for exceptional work performance with a pay for performance incentive program.  Employees may be awarded a salary increase, bonus, or paid time off for exceptional work performance.  Employees will be automatically enrolled in the Wisconsin Retirement System (WRS), a pension plan to help provide for financial security during retirement, which consists of employer and employee contributions.

The following duties are essential for this position.  However, they are not to be construed as exclusive or all–inclusive.  To be successful in this position, an individual must be able to perform each duty satisfactorily.  Other duties may also be required or assigned.

  • Maintain and troubleshoot operations of various City buildings for heating, ventilation, air conditioning (HVAC) units, and boiler systems and related problems. Perform pre-season and off-season maintenance.   Perform preventative maintenance.    
  • Perform general maintenance and repair of City-owned facilities to include City Hall, Police Station, Fire Stations, Community Center, and Municipal Service Center. 
  • Perform general maintenance and repair to Park buildings and miscellaneous park infrastructure such as water coolers, fencing, and playground.
  • Maintain and repair the swimming pool filter system, mechanical equipment, pumps, boiler system and plumbing and electrical systems for swimming pools and aquatic center. 
  • Perform maintenance and repair to City-owned dock and boat launching facilities, including installation and removal of docks/piers.
  • Perform general carpentry and masonry work as needed.
  • Perform daily routine maintenance on equipment. Maintain up-to-date records of all maintenance activities.  
  • Ensure all activities are carried out in a safe manner; adhere to all safety regulations; ensure all regulations pertaining to the safe use of equipment are understood and followed.
  • Report all accidents to the appropriate authority.  Follow all policies for reporting.
  • Assist other City departments as needed, including vehicle and equipment maintenance, snowplow operations, etc.
  • Perform other duties as assigned.
Knowledge of:
  • Materials, methods, equipment, current practices and literature in the maintenance of buildings, parks, and equipment operations.  
  • Materials, methods, equipment and current practices associated with HVAC work and repair.
  • Trade tools, equipment, materials, and techniques used in maintenance.
  • Care and use of equipment and tools utilized in the performance of department functions.
  • Personal Protective Equipment (PPE) purpose, use, and maintenance.
  • Safety precautions and potential hazards encountered in maintenance activities.
  • Working knowledge of occupational hazards (OSHA) and safe work practices.  
  • BACnet controls or the ability to learn.
 
Skill in:
  • The repair of machines and systems using the needed tools.  
  • Determination of causes of operating errors and solving operational problems.
  • Operating and maintaining all assigned vehicles or equipment.
  • Hazardous Materials identification and emergency response protocols, Federal and State regulations.
  • Operating and maintaining all assigned vehicles or equipment.
  • Self-starting and being motivated with the ability to work independently.
  • Being trustworthy and honest; take accountability when appropriate.
  • Experience communicating with individuals of diverse demographics.
  • Initiative to work efficiently with minimal supervision.
  • Applying problem solving, logic and reasoning to determine solutions, conclusions or approaches to problems.  

Ability to:
  • Operate an aerial lift truck, scissor lift, and forklift.
  • Interpret and work from sketches, drawings and specifications.

  • Work as a member of a team.
  • Organize, schedule, prioritize, and perform duties with limited supervision.
  • Observe, follow instructions, and complete assignments accurately and within deadlines.

  • Comprehend policies and procedures; written instructions, general correspondence; construction plans and specifications, SDS sheets, safety manuals, technical manuals, schematics, maps, etc.
  • Communicate effectively both orally and in writing with business representatives, elected officials, department heads, the public, and other City employees with courtesy and tact.
  • Develop and maintain effective working relationships with staff and the public.
  • Maintain accurate records of assigned activities.
  • Utilize a computer and required software.
  • Perform heavy manual labor for extended periods of time.
  • Work outdoors in varying weather conditions, temperatures, job sites, uneven terrain, noise, dust, etc.
  • Work the allocated hours of the position and respond after hours as needed.  Work rotating weekends in summer for pool maintenance.
Minimum Education: Associate’s degree or Apprenticeship in the HVAC field.

Minimum Experience: Three or more years of experience in maintenance and troubleshooting commercial HVAC and boiler systems; general mechanical and building maintenance experience. Previous experience in plumbing, aquatic facility maintenance and woodworking preferred.

A combination of education and experience may be considered.

Minimum Certifications: 
  • EPA 608 Universal Certification or willingness to obtain within 12 months of hire.
  • Certified Pool Operator Certification or willingness to obtain within 24 months of hire. 

Other Requirements: Valid unencumbered Wisconsin driver’s license and safe driving record.  Possession of a CDL is preferred.

  • Ability to read and write English and interpret documents such as safety rules, material safety data sheets, operation and maintenance instructions, procedure manuals, and so forth.
  • Ability to recognize occupational hazards in work activities and take safety precautions. 
  • Work is frequently performed in a noisy environment around mechanical equipment.
  • Work may include outdoors in seasonal weather extremes.
  • Exposures could include toxic chemicals, seasonal temperature extremes, and other possible unknown hazardous materials.
  • Maintain mental capacity which allows the capability of making sound decisions and following directions.
