Description
Job Summary
The Human Resource Director plans and carries out policies relating to all phases of personnel activity under the direction of the Mayor, serves as member of the city bargaining team, maintains overall supervision of the city recruitment, selection and placement programs.
Nature of Work Duties
- Formulates and recommends employee relations policies, rules and procedures in consultation with the Mayor and Administrative Assistant
- Maintains overall supervision of city recruitment, selection, placement programs and equal opportunity programs
- Receives requests for additional or replacement personnel from department heads consistent with approved budget/direction from superiors
- Initiates collective-bargaining selection requirements where appropriate
- Selects and conducts promotional testing for all bargaining units and non-union positions
- Initiates advertisements for applicants and reviews applications
- Screens applicants, evaluates personality, education and experience against requirements of the job vacancy
- Selects and conducts entry level testing, insures that applicants meet the City Charter and collective bargaining units requirements
- Compiles Civil Service Lists and prepares Human Resources, Civil Service and Act 78 budgets
- Plans and conducts new employee orientation to foster positive attitudes toward public service employment and provides wage and salary information for surveys
- Oversees recordkeeping of employee characteristics for governmental reporting purposes and serves as a member of the city bargaining team
- Serves as a liaison member of the General Government Civil Service Commission, Act 78 Fire and Police Civil Service Commission and the City Beautiful Commission
- Attends city management meetings as a department head and a resource person, participates in the formulation and administration of policies regarding wages, hours and working conditions of city employees
- Recommends training programs for city employees to the Mayor

- Exposure to indoor weather conditions that may include temperature changes
- Uses tools and equipment that are relative to the position, including contracts, blueprints, schedules, publications, forms, etc.
Specifications (Skills, Mental and Physical)
- Must have the ability to apply principles of rational systems to solve problems and interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form
- Must be able to read at a level to understand procedures and methods related to the job, as well as communicate effectively both verbally and in writing
- Must have math ability that includes algebra, calculus and statistics
- Must be able to complete sedentary work that involves primarily sitting for long periods of time, but also includes walking or standing for short periods of time
- Must be able to complete work duties that include reaching, handling, fingering, feeling and repetitive motions
- Must have hearing to perceive information at normal spoken word levels and receive detailed information through oral communication and/or make fine distinctions in sound
- Must have visual acuity for determining accuracy, thoroughness of work and observation of general surroundings and activities
- Must be able to adapt to changing situations, work well with others and participate in a team-oriented environment
- Must be able to be customer oriented and maintain excellent customer service
Qualifications
Minimum Training, License, Education and Experience
- Must have earned a Bachelor’s Degree in Human Resource Management/ Labor Relations or related field
- A minimum of five to seven years of progressive human resources management experience
- Must have significant experience with collective bargaining, contract negotiations and contract administration (preferably public sector)
- Considerable experience in human resource planning and development
- Effective interpersonal skills, an ability to work effectively with elected officials and excellent communication/human relation skills
- Must be able to maintain confidentiality
