DISTINGUISHING FEATURES OF WORK
This position is responsible for the implementation of housing rehabilitation projects (funded by multiple federal grants). Responsibilities include creation of specifications, bid phase, project management, construction, and responding to various inquiries from the public. Additional areas of responsibility include grant and regulatory management as it pertains to housing rehabilitation regulations under the CDBG and HOME federal grant programs.
DUTIES AND RESPONSIBILITIES
TYPICAL CLASS ESSENTIAL DUTIES :
- Informs homeowner and contractor of housing rehabilitation program and acts as liaison for homeowner and contractor; also acts as liaison for contractors and city inspectors to resolve permit and site plan conflicts.
- Develops and monitors specifications, cost estimates, and budget for each rehab project.
- Manages the physical work of contractors, inspects and approves workmanship, and monitors time of performance for each rehab project.
- Creates and executes all rehab project legal documents; maintains and updates each rehab project file.
- Conducts residential and commercial building inspections.
- Demonstrates regular and predictable attendance, including attendance at required meetings.

EXPERIENCE AND TRAINING / LICENSING REQUIREMENTS
EXPERIENCE AND TRAINING :
Associate's degree and 1 year of related experience; or, all required certification(s) and 3 years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
