JOB SUMMARY:
Under the general direction of the Deputy Finance Director, this position performs duties related to evaluating, reconciling and problem solving regarding procurement, purchasing and assigned accounting functions. Duties performed are of a complex financial nature and require advanced training. Duties include but are not limited to procurement, purchasing requirements validation, and certain accounting/reporting/tracking functions.
DUTIES & RESPONSIBILITIES:
- Prepare and release solicitations to publication portals; receives submittals from vendors; reviews submittals as to cost, conformance with specification, and vendor reliability and service. Tabulates and analyzes bids to assist in determining lowest and/or best bidder.
- Coordinates the City Purchasing process, reviewing and processing purchasing requisitions for materials, supplies, capital equipment and contract services, including checking for completeness, accuracy, funding availability and conformance with Federal, State and City purchasing laws, ordinances, and policies.
- Ensures that competitive pricing alternatives are considered, seeking piggy-back contracts or other mechanisms to ensure fiscal responsibility.
- Works independently and with City departments on developing bids and requests for proposal documents, project timelines and writing/reviewing specifications for various commodities and services.
- Maintain bid opening date, time and assorted records.
- Represent the City by conducting and/or attending events such as pre-bid meetings, bid openings, pre-construction meetings, proposal evaluation meeting and other related events as required.
- Maintains and updates purchasing procedures manual and other information as needed.
- Stay up to date with procurement industry standards.
- Receives and reviews responses to solicitations for responsiveness to specifications, conditions and requirements; works with departments to ensure compliance with procurement policies and regulations.
- Participates in city cross-training initiatives to assist and train other city staff with day-to-day financial procedures and policies impacting accounting operations.
- Assists other Finance Department initiatives as necessary, including grant compliance and special projects.
- Participates in the implementation of software enhancements and updates.
- Performs other related duties and functions as assigned.
Qualifications
Bachelor’s degree in accounting or a related field with five (5) years related experience and/or training; or equivalent combination of education and experience. Certified Professional Public Buyer or equivalent professional certification is preferred.
