Summary Objective

PROMOTIONAL OPPORTUNITY FOR CURRENT CITY OF DEEFIELD BEACH EMPLOYEES

Manages and oversees the daily operation and administration of the City's Recycling and Solid Waste, Fleet Management and Sanitation division which includes planning, organization, and supervision, customer service, financial and operational performance and to ensure safe and efficient operations. Directly supervises employees and assists in preparing the Departments budgets. Work is performed under the administrative direction of the Director of Sustainable Management with latitude for the use of independent judgment in the selection of work methods and procedures. Performance is reviewed through reports, compliance with departmental objectives, customer service, collection efficiency and financial results obtained.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs and evaluates assigned staff, addresses employee concerns and problems, counsels, disciplines and completes performance appraisals; conducts interviews and makes hiring decisions.
  • Assists with preparing long range plans for the division; conducts research; prepares surveys; interprets results for use in planning, evaluation and decision making; continually monitors and evaluates the efficiency and effectiveness of services, assesses workload, reporting relationships and opportunities for improvements within the services and facilities managed and maintained by the division.
  • Manages budgets for the SW / Recycling, Sanitation, and Fleet divisions; conducts fiscal / economic impact studies and cost / benefit analyses to prepares budget projections; assists with developing annual operating and capital improvement budgets; monitors revenues for services; reviews and proposes fee structures for services; Prepares and monitors the Solid Waste, Sanitation and Recycling Division operational and capital budgets.
  • Assist in the development, planning, coordination and implementation of recycling programs.
  • Supervise inspections of operations and vehicles to identify unsafe conditions or unsafe work practices which could result in accidents, injuries and financial liability to the City; meet with appropriate personnel to discuss potential problems and methods to reduce accidents and injuries.
  • Review reports of injuries / property damage to determine their cause; initiate corrective action, including, but not limited to, instructing workers in proper safety procedures, correct operation of equipment, and / or implementing procedures to prevent recurrence; may complete reports of accidents and injuries.
  • Keep abreast of current development in recycling and solid waste industrial safety, and accident prevention programs.
  • Compile and analyze data relating to occupational accidents, illnesses, and injuries; prepare written reports reflecting findings and recommendations.
  • Consult with risk management and / or medical unit representatives to resolve problems with on-the-job injuries, recurring illnesses, etc. and compiles plans and implements actions to minimize the city's risk.
  • Interface with Federal, State, County, and City governmental agencies; community groups; citizens; schools; and various types of media to promote solid waste / recycling programs, and inform, educate and motivate people to recycle.
  • Researches and responds to questions or problems raised by elected officials and the City Manager's staff, other City departments, outside agencies, and the public.
  • Oversees all the contract administrative duties for the division, including negotiating and recommending contract terms, evaluating performance, and ensuring compliance to warranty and contract agreements.
  • Ensures and oversees compliance with all federal, state and local ordinances and regulations pertaining to the collection and disposal of all City solid waste, household hazardous waste and landfill operations, including overseeing the preparation and maintenance of compliance reports and records.
  • Oversees the Recycling / Solid Waste, Sanitation and Fleet Management divisions; public information strategies and programs; oversees the development of recycling literature, public service announcements, materials and displays, and provides oversight of information intended for the public, the media, schools and other community agencies.
  • Manages Emergency Debris & Emergency Debris Management contracts with the City.
  • Establishes and administers performance measurement and reporting systems; analyzes reporting data and evaluates performance; develops and implements procedures and / or process changes to improve performance; and maintains and operates a management information system for tracking of and charging for services.
  • Provides effective, professional leadership, positioning the City of Deerfield Beach to meet the community's current and future solid waste and recycling needs through appropriate technologies and services.
  • Attends City Council and other meetings to represent the Department or division and maintains complete records and prepares comprehensive reports;
  • Works with citizen groups and implements public outreach programs to maximize solid waste and recycling image to residents, businesses and the general public. Exhibits a service orientation toward customers and maintains productive working relationships.
  • Assists with the development of policies and procedures.
  • Acts as City liaison to residential, industrial, and commercial waste generators and other public and private solid waste and recycling haulers and other governmental agencies.
  • Oversees the allocation, use, inventory and maintenance of solid waste facilities, equipment, materials, and supplies; inspects facilities and sites and identifies conditions which need attention, repair and / or maintenance; processes requests for equipment purchases.
  • Performs all work duties and activities in accordance with City policies and procedures.
  • Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook.
  • Acts as department Director in his / her absence.
  • Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.

Typical Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS :

  • Bachelor's Degree in Business Management, Sustainable Management, Public Administration or related field.
  • Ten (10) years of experience in the field of solid waste / recycling management, operations management or related discipline, of which three (3) years of progressive leadership, supervisory or managerial experience or an equivalent combination of education and experience.
  • Working knowledge of MS Office programs and related computer software required.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.

    KNOWLEDGE, SKILLS AND ABILITIES :

  • Knowledge of solid waste & recycling collection practices, methods and materials. Knowledge of solid waste and recycling collection occupational hazards and safety precautions.
  • Demonstrated proficiency in using MS Office Suite of computer programs, particularly Word & Excel, to capture, compile, track, monitor, analyze, interpret, and make recommendations regarding the Department's operations.
  • Knowledge of Federal, State, and Local laws, ordinances, and policies.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of budgeting methods and systems.
  • Skill in organizing and directing the work of others. Skill in oral and written communication.
  • Skill in handling conflict and uncertain situations.
  • Skill in using software applications to perform data analysis and problem solving.

  • PHYSICAL DEMANDS :

    Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • WORK ENVIRONMENT :

  • WORK HOURS Monday - Friday 7 : 30am- 4 : 30pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)
