What are the responsibilities and job description for the Assistant Director of Community Services position at City of Deerfield Beach?
The purpose of this position is to assist with planning, directing, and coordinating the functions of the Community Services Department, including budget responsibilities.
This class works independently, under limited supervision, reporting major activities through periodic meetings.
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors the status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Assist in implementing, coordinating, and directing federal and state legislative programs.
- Supervise, direct, and evaluate the contractual activities of the governmental consultants to ensure quality performance.
- Maintains and nurtures the relationships with all government entities interfacing with the City, including Broward County, neighboring municipalities, state and federal agencies, and Broward County School Board.
- Supervises and directs activities, personnel, and programs, ensuring compliance with all applicable policies, procedures, laws, regulations, and standards of quality and safety. This includes but is not limited to regulations about the Older Americans Act, State Department of Elder Affairs, Transportation Disadvantaged, Broward County Mass Transit, Federal Transit Administration, Department of Transportation, Department of Housing & Urban Development, and all applicable parts of ADA.
- Conducts assigned research, procedural and administrative studies; participates in and conducts operational surveys; recommends new administrative and operational policies and procedures.
- Provides Disaster Preparedness training for employees, special populations including seniors, and all identified at-risk individuals. Provides post-disaster assistance for identified populations in coordination with City departments and outside agencies. Assures readiness of supplies, materials, and personnel for the implementation of the disaster plan should it be necessary. Provides pre and post-disaster information and services in compliance with City policies and all contractual requirements. Acts as the Assistant Disaster Coordinator for the Department.
- Assign job duties and monitor task completion. Initiates and recommends such personnel actions as hiring, disciplining, counseling, training, promotion, and pay increases.
- Administers and Manages the Community Development Block Grant, State Housing Initiative Partnerships, Homes Investment Partnerships, disaster relief Initiatives, and other community service programs.
- Establishes funding sources for affordable housing programs.
- Establishes goals, manages annual budgets, and maintains funding levels and expenditures to ensure expenditure of funds.
- Develops and writes new grant applications.
- Assist with the expansion of cooperative partnerships with community partners and non-profits.
- Develops and conducts community outreach campaigns, including establishing partnerships with local government and non-profit agencies to educate the public about the existence and availability of services and increase program participation.
- Makes presentations to legislative and other government committees regarding policies, programs, or budgets.

- Bachelor’s degree in Business Administration, Public Administration, Social Work, or related major.
- Ten (10) years of experience in the social or human services programs or closely related fields, of which three (3) years of progressive leadership, supervisory or managerial experience or an equivalent combination of education and experience.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.

- Skill in organizing, evaluating, and directing the work of others.
- Skill in oral and written communication.
- Knowledge of administrative principles involved in developing, directing, and supervising various programs and related activities.
- Knowledge of Community Development Block Grant Program regulations, State Housing Incentive Partnership Program, the Older Americans Act, State Department of Elder Affairs, Transportation Disadvantaged, Broward County Mass Transit, Federal Transit Administration, Department of Transportation, and other related federal grant programs.
- Knowledge of federal, state, and municipal legislation impacting municipal government
- Knowledge in the areas of community services delivery systems, principles of continuity of care, programming development for persons over the age of sixty, marketing, management and delivery of human services, community relations, project management, budgeting, etc.
- Knowledge of governmental accounting principles, applicable laws and regulations, and financial reporting practices
- Skill in public speaking to make effective presentations to a variety of audiences.
- Ability to deal effectively with the general public, City Officials, contractors, and other City employees.
- Ability to establish and maintain effective working relationships with citizen groups, the general public, the Commission, and other City employees.
- Ability to supervise employees and establish policies

Monday – Friday 8am- 5pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)
