The Evidence Custodian (EC) is a non-sworn, part-time civilian member of the Police Department and provides a variety of non-emergency services to the community that do not require physical arrest or relate to a crime in progress. The EC performs manual and clerical work in the receipt, storage and release of found, stolen and confiscated property and evidence impounded by the Police Department or other law enforcement agencies. This position will require a high level of discretion, the ability to prioritize tasks, adapt to new technologies and work under minimal supervision.POSITION CONTEXT: The EC role is a part-time non-exempt position under the direct supervision of the Police Commander and will work 15 - 20 hours per week and at no time may exceed 1,000 hours in a 12-month period. The work schedule will be determined by the needs of the department. This position routinely handles highly sensitive and/or confidential information. This position will experience contact with internal staff members, law enforcement personnel, outside agencies and the community at large. The salary range for this position is $25.34 - $39.07 per hour. Initial review of applications will begin Monday, March 31, 2025. The position will remain open until filled.
EXAMPLE OF DUTIES
Oversees the intake, organization and auditing of all evidence turned into the evidence division.Maintains the chain of custody for all evidence within the police department’s control.Prepares evidence for transport to a laboratory and arranges for its delivery.Hand delivers various types of evidence, including weapons, narcotics and biological samples to allied laboratories or experts for appropriate analysis.Prepares evidence for court proceedings, including the delivery of photos for the State’s Attorney’s Office and arranges for evidence’s availability in court. Adheres to all court orders, local policies, state and federal rules for the retention and destruction of evidence. Responds to inquiries from law enforcement personnel and citizens concerning property in custody. Notifies all persons owning or having legal right to possessions of property in the custody of the Police Department. Returns, or causes to be returned, property to its owner or other having legal right to possession. Maintains appropriate release records and records of disposition of property and evidence. Destroys, or causes to be destroyed, all evidence, property and contraband materials upon direction of the Police Chief and the Circuit Court (if court order required); disposes of unclaimed and contraband property in accordance with 765 ILCS 1030 of the Illinois compiled Statutes.Coordinates and prepares usable unclaimed property for auction according to applicable State Statutes. Enters, modifies, tracks and/or retrieves information and data using spreadsheets and/or customized database applications.Operates light and heavy equipment such as hand trucks and dollies to transport items and supplies as needed.Might handle bio-hazardous and hazardous materials and other potential allergens using personal protective equipment (PPE).May be required, on occasion, to testify in court as to the policies, procedures and methods used in the handling, storage and security of property, or evidence coming within or under their control. OTHER JOB FUNCTIONS: Appears and testifies in court as necessary.Prepares reports and pertinent documentation as requested.Responds to public inquiries over the telephone and in-person. WORKING CONDITIONS/PHYSICAL REQUIREMENTS: This position will work routinely between an office and outdoor setting. While working in the office, the person in this position will regularly sit, stand, walk, reach with hands and arms and talk or hear on the phone and in person. This position will regularly work outside and be exposed to weather elements. While working outdoors, the person in this position will routinely stand for prolonged periods of time, stoop, kneel, bend, climb, crawl or crouch to reach items. This position will also be required to walk, and maneuver/navigate all types of terrain including uneven terrain. This position may be exposed to bodily fluids and infectious diseases and other public safety related hazards and requires the ability to work in adverse conditions caused by environmental factors, chemical contamination, and crime scene aftermath.This position will frequently lift/move up to 25 pounds and occasionally lift/move up to 75 pounds with the use of a hand cart or other aid.This position requires close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.This position will require occasional travel to and from various municipal buildings and other offsite locations throughout the County. EQUIPMENTUSED: General office equipment including personal computer, tablets, printers, scanner, copier and cellular phones.Field inspection equipment including binoculars, flashlight, cameras, radios traffic-control equipment, rolling staircase, and incinerator.
