Job Purpose

Supervise, plan and organize a variety of City recreation programs, activities, and services. Organize and implement specialized recreation, social / cultural, special events, and sport / athletic programs. Provide responsible and technical staff assistance and supervision of City facilities, operations, other staff and volunteers. Receives direct supervision and general direction from the Recreation Supervisor. Provides direct supervision and general direction to part-time and seasonal recreation employees of the City and recreation program coaches and other volunteers.

Essential Duties and Responsibilities

This classification provides the professional recreation administration to the City's Community Services Department and has responsibility for the planning, organizing and implementing of an approved recreation program for the City. The classification is responsible to the Recreation Supervisor for implementing the recreation goals and objectives of the City and for the success of the program in meeting the community's needs.

Duties include, but are not limited to, the following :

  • Plan, organize, schedule, coordinate and direct assigned City recreation programs for youth, teens, and adults.
  • Supervise facilities, staff and volunteers for specific activities, including evening, weekend, and holiday hours. Implement goals, objective, policies, procedures, and work standards for assigned divisional programs, personnel, and facilities.
  • Assist in the development and implementation of goals, objectives, policies, procedures, and work standards in areas of program responsibility. Make recommendations regarding matters of general policy and budget, purchase of equipment and materials required for projected activities.
  • Provide technical assistance to staff and volunteers. Identify problem areas and remedial actions to be taken.
  • Participate in the supervision, training, and work evaluation of assigned staff.
  • Prepare and maintain statistical and other records and reports on paper and computer related to divisional programs and projects.
  • Respond to inquiries and complaints relatedto division programs and activities, and maintain good public relations.
  • Organize, schedule, and supervise programs and activities at a variety of locations. Evaluate recreation program effectiveness and participation and make recommendations for improvement or modification.
  • Prepare recreation venues for recreation activities (e.g. line fields, put up nets, etc.).
  • Supervise and inspect assigned recreation areas and facilities to ensure proper and safe use of equipment. Responsible for security of assigned facilities. Responsible for the use of keys and security systems of assigned locations.
  • Participate in long-range planning to assess future recreation needs.
  • Research new operational techniques, methods, and equipment.
  • Coordinate assigned program activities with those of other City departments and outside agencies, school districts, and community groups in the planning and implementation of division programs.
  • Seek sponsorships for events and activities. Recruit volunteers, prepare news releases concerning assigned programs.
  • Assist in the processing of registrations, including receiving of program fees, receipting, and accounting for collected funds. Prepare funds for deposit.
  • Coordinate and set-up for recreation activities, both indoors and outdoors, at assigned sites.
  • Minimum Qualifications

    Knowledge of - Principles and practices of organizing and conducting public recreation programs, special programs for populations of various interest. Basic budgetary principles and practices and supervision of employees. Analyzing administrative problems, evaluating alternatives, and recommending solutions. Safety practices and procedures related to recreation programs. Recreation, cultural, and social needs of all age groups. The use of personal computers and various Windows-based applications programs. Correct use of oral and written English.

    Skilled in : - Reading, interpreting, and applying written procedures and policies. Organizing and maintaining accurate records. Preparing clear and concise written reports, correspondence, and other written materials. Establishing and maintaining effective working relationships with those contacted in the course of work. Communicating tactfully and effectively with the public and other agencies. Analyzing, administrative, operational, and organizational issues, evaluating alternatives, and reaching sound conclusions. Prioritizing work and coordinating several activities. Using initiative and making sound and independent judgments within procedural parameters and established guidelines. Understanding and following oral as well as written orders.

    Ability to - Be consistent in meeting employment obligations by reporting on time and working full workdays and workweeks, as assigned.

    Plan, organize, assign, direct and review the work of others. Including volunteer staff. Promote and enforce safe work practices and assure safety of facilities and equipment used for various programs. Make effective presentations to the public. Communicate clearly and concisely in oral and written English. Read, understand, and apply established division policies, procedures, practices, and regulations. Follow oral and written instructions. Deal effectively with the public under a variety of circumstances. Work independently and in an innovative manner on concurrent multiple programs. Operate standard office equipment, a personal computer and related equipment and programs, including spreadsheet and word processing programs.

    Education and / or Experience

    Any combination of experience and education that would be likely to provide the required knowledge, skills, and abilities could be qualifying, as determined by the City. A typical way to obtain the knowledge, skills, and abilities would be :

    Experience -

    Two (2) years of experience in recreation programming or administration is desirable.

    Education -

    Possess an Associates Degree, or two full academic years of classes from an accredited college or university, with a major in recreation administration, or a related field. A Bachelors Degree from an accredited college or university in one of the related fields may be substituted for one year of experience.

    Possess an appropriate California Driver License with a driving record acceptable to the City.

    Selection Process :

    Candidates with the most relevant qualifications will be invited to participate in the interview and testing processes. Reference checks, Live Scan, background investigations, and pre-employment physicals including drug testing are part of the employment process.

  • 3% Wage increase FY 24 / 25
  • 50 per month Certification Pay
  • 50 per month for a Class "A" driver license
  • 50 per month Bilingual Pay for Oral Interpretation
  • 100 per month Bilingual Pay for Written Interpretation
  • Tuition Reimbursement up to $600 annually for courses that enable employee to gain skills in their area of responsibility
  • Longevity Pay
  • o 4% after 5 years of service

  • 5% working above classification Pay
  • Shift differential
  • Uniform Allowance (only Public Safety Dispatchers, Property and Evidence Custodian, and Community Service Officers) $70 per month.
