This is advanced clerical work processing applications for building and sign permits. This work involves routing plans, reviewing incoming documents to ensure easy plan review and answering all questions pertaining to permit submission and permit processing. Work is performed under general supervision.

Essential Job Duties

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Explain and answer questions for developers, contractors and homeowners regarding application process for obtaining the permits, inspection process, and conditions of certificate of occupancy.
  • Assist the Plan Reviewers by maintaining phone contact with contractors and property owners, helping to coordinate the needed documents to complete the permitting process.
  • Process building permit applications, including but not limited to, managing intake, data input, entering information into computer system, verifying contractor credentials, processing permit fees.
  • Correspond via email with applicants regarding daily intake.
  • Review application plans for compliance with Land Development Regulations and requirements.
  • Process Plan Check Fees and follow up with applicant in a timely manner.
  • Compile and route permit folders to the applicable disciplines throughout the system.
  • Process canceled permits.
  • Monitor and process applications received via the Building email.
  • Serve as point of contact / permit "concierge" for projects directed by the City Manager or designee as expedited projects for permitting.
  • Assist the Plan Reviewers by maintaining phone contact with contractors and property owners helping to coordinate the documents needed to complete the permitting process.
  • Compile and route permit folders to the appropriate disciplines throughout the system.
  • Interact with developers, contractor, homeowners and provide technical assistance to inquiries regarding status of building permit applications.
  • Administratively approve permits and assist the Plan Reviewer with organizing permit packets.
  • Provide support to the Plan Reviewers with technical assistance and / or resolving conflicts.
  • Prepare and approve forms, letter and specialized files associated with activities related to permits
  • Establish and maintain good, effective, and respectful relationships with the development community.
  • Perform all functions and responsibilities according to the Palm Beach County Code of Ethics and Florida State Statutes 112.313.
  • Fosters positive employee relations and employee morale on a City-wide basis.

Minimum Qualifications

  • High school graduation or possession of an acceptable equivalency diploma.
  • Five to Seven (5-7) years of experience involving advanced clerical support.
  • Three (3) years working with a municipality or county in code enforcement, permitting, or plan review in responsible office work, construction related work preferred.
  • May require a State of Florida Notary Public.
  • Must possess a valid Florida Driver's License and a clean driving record.
  • Knowledge of general office procedures. Knowledge of City policies and procedures governing the permitting review and approval process. Knowledge of construction terminology and documents. Knowledge of telephone etiquette. Knowledge of the uses of a computer and equipment. Ability to work effectively with various people. Ability to communicate effectively with customers. Ability to work under pressure and meet deadlines. Ability to follow directions. Ability to follow through on designated tasks. Ability to handle numerous tasks at once. Skill in typing, filing and research techniques. Skill in operating office equipment. Skill at accessing, inputting and retrieving information from a computer. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Ability to read and understand complex specifications. Ability to prepare written and oral reports. Proficient with PC's, word processing, and moderately complex spreadsheet applications. Ability to exercise sound judgment and business decisions. Highly developed ability to communicate both orally and in writing. Ability to demonstrate strong skills in utilizing personal computer and office software such as MS Word, MS Excel and electronic mail.
