The purpose of the GIS Addressing Coordinator is to provide customer service and professional, technical, and administrative support of the City’s Geographic Information Systems (GIS). The position provides customer service primarily for new development and works with other City departments and collaborates with Palm Beach County and other external agencies regarding the assignment and verification of addresses. Work is performed under the general supervision of the Development Permit Manager and works closely with the GIS Manager.
The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Update and maintain the master street address database in the enterprise GIS system, including assigning new addresses for developments, redevelopment of properties, and for Utilities locations;
- Update addresses in AS400/NavaLine/CentralSquare in support of the sunsetting technology;
- Review proposed street names and addresses to ensure compliance with the policies of the “City of Delray Beach Addressing and Street Naming Manual;”
- Coordinate city-wide address sharing and general addressing with external agencies, including the US Postal Service, adjacent jurisdictions, Palm Beach County, and the State of Florida.
- Integrate GIS address changes with the City’s emergency preparedness and public safety functions, managing and growing the GIS footprint in the city.
- Maintain a database of all new street names and addresses assigned in the County and coordinate with the E-911 Systems Coordinator to ensure all addresses and street name changes, additions, and deletions are placed into the E-911 database system.
- Work directly with the public, issuing addresses and responding to addressing questions, issues, or concerns and prepare notification letters to homeowners, property owners, and businesses of new or changed addresses.
- Conduct mapping research, including field work for the purpose of resolving addressing conflicts and verifying address issues for data accuracy purposes.
- Collaborate with the GIS Manager and other GIS professionals in the City and other agencies.
- Monitor data placement, and capacity; develop, maintain, and/or enhance database structures, data collection methodology, and data dictionary; identify data errors and make modifications/corrections as appropriate; store and/or retrieve archived data.
- Produce various maps, analysis, data extracts, and reports as requested; generate output reports, lists, tables, maps, and other documentation for product deliverables. Develop mapping strategies and procedures for thematic or queried analysis.
- Foster positive employee relations and employee morale on a City-wide basis.
- Complete other duties as assigned.
- Bachelor’s degree from an accredited college or university with a major in Computer Science, Geography or Cartography, Urban Planning or related field.
- Minimum of two (2) years advanced experience with Geographic Information Systems.
- Minimum of two (2)years’ experience in municipal addressing, including reading and interpreting maps, aerial photography, plats and technical data input and analysis.
- Documented experience with Esri ArcMap, ArcGIS Pro, and an enterprise GIS environment.
- Must possess a valid State of Florida Driver's License with a good driving record.
Preference given for
Certification in GIS. Experience with AS400, Navaline, Central Square is not required, but a plus.
Knowledge and experience using Adobe Illustrator or related graphic software for enhancing quality of GIS maps. Demonstrated proficiency using pertinent software applications such as ArcMap, ArcGIS, Pro, R, FSUTMS (Cube Voyager, Trans CAD, VISSUM) Experience using AutoCAD Experience with analytics platforms and best practices as well as maintaining and editing GIS databases.
Ability to make technical decisions, handle administrative matters, coordinate special projects, make independent judgment and take initiative in planning work details. Extensive knowledge of data processing with emphasis in GIS environments, plotters and other peripherals pertaining to graphics and imaging use on computers. Extensive knowledge of geography and cartography. Considerable knowledge of GIS software and relational database software packages. Ability to manage and prioritize demands from various departments, along with maintaining effective working relationships at all levels. Ability to work in a high paced, mission-focused environment. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail. Ability to manage and prioritize routine, specialized, and complex assignments and problems. Ability to organize tasks in a logical and systematic manner.
