DEFINITION: The purpose of this job/class within the organization is to assist staff with maintaining oversight of all budgetary and purchase processing information for State and Federal grants funds. Assist with preparation of annual financial closeout reports and process purchase orders and requisitions.
ESSENTIAL FUNCTIONS (Not all inclusive):
Conducts reporting of State and Federal grant funding for four grants; maintains accuracy and compliance with set aside requirements, regulatory compliance, and monitoring expenditures, as well as reconciliation with the Finance Department. Assist with the preparation of the Consolidated Annual Performance and Evaluation Report for CDBG grant; Assist Community Development staff with submission to the residents, the City Commission and HUD for approval. Assist with the preparation of the SHIP Annual Close Out report and two Interim reports for State housing grants; Assist Community Development staff with submission to residents, the City Commission and the State of Florida for approval. Provides quarterly finance expenditure/reconciliation updates needed to monitor and expend grant funding based on grant timeliness guidelines. Assist staff with monitoring of CDBG sub-recipients for grant contract compliance and draft reports; monitors public facilities and public works projects for compliance with federal regulations, ensure documentation of project files and timely expenditure of grant funds. Prepares contracts for CDBG public service sub-recipients.
Additional Duties:
Processes purchase orders and requisition services; processes change orders and coordinates with various departments for compliance with grant and procurement. Funding. Responsible for purchase order set-up, tracking and approvals of grant related expenditures.
Performs related work as assigned.
MINIMUM QUALIFICATIONS:
Requires an Associate's Degree in Administration, or a closely related field, or five years' government administration experience including staff administration, government budgeting, purchasing, event administration/management or closely related experience.
