General Description :
The purpose of this job / class within the organization is to direct, coordinate, and implement special projects / programs that will benefit residents, the community, and the City. This job / class works under the direction of the City Manager, develops and implements programs within organizational policies, and reports major activities to executive-level administrators through conferences and reports. This job / class works independently and in a team environment.
Duties and Responsibilities :
The functions listed below are those that represent the majority of the time spent working in this job / class. Management may assign additional functions related to the type of work of the job / class as necessary.
Essential Functions :
- Secure and administer grants and ensure compliance with City, State, and Federal laws, policies, regulations, and operating agreements.
- Formulate policy and recommend programs that support and enhance City-wide goals; establish and nurture highly effective relationships that support and advance the goals and objectives of the City.
- Maintain knowledge of FEMA grant programs and procurement rules in order to interact with federal agency representatives, peers, managers, and project staff.
- Define and monitor staffing requirements for all functional support areas, such as grant management, finance / accounting, engineering, and other project-related services.
- Plan, direct, and coordinate activities to ensure projects are accomplished within prescribed time frames and in accordance with funding parameters.
- Oversee the efforts of assigned staff to ensure they carry out project-specific activities and meet project objectives.
- Prepare project work plans, schedules, cost estimates, and other planning documents; design and monitor project work records to ensure they are maintained.
- Participate in meetings and public hearings to discuss plans and present recommendations. Represent the City Manager's office to organizations and associations working in partnership with the City on various issues.
- Perform related work as required.

Minimum Education and Experience Requirements :
Bachelor's degree in planning, public administration, business administration, or related field; supplemented by three (3) years of related experience; or equivalent combination of education, training, and experience.
Special Certifications and Licenses :
Requires a driver's license valid in the State of Florida.
Clearances :
Successful completion of a criminal history background investigation is required prior to employment.
