Description

To plan, organize, direct, and supervise a comprehensive regulatory compliance program; including operations and activities of the water quality Laboratory and Environmental Services staff; to coordinate activities across departmental divisions and other departments; facilitate interaction with regulatory agencies monitoring activities of assigned divisions; and provide necessary assistance to Public Works management.

ESSENTIAL FUNCTIONS

  • Plan, organize, direct, and supervise the activities of the Environmental Services and Laboratory divisions including the Public Works department water quality, wastewater discharge, industrial pretreatment, environmental compliance, municipal and industrial stormwater permit, and cross connection compliance program responsibilities and reporting requirements.
  • Perform necessary research and study of all Texas Commission of Environmental Quality (TCEQ) and Environmental Protection Agency (EPA) regulations applicable to water quality laboratory operations, pretreatment compliance, stormwater compliance, and environmental compliance.
  • Facilitate and participate in inspections and sampling of various commercial and industrial establishments to ensure compliance with all regulatory requirements; review and interpret results; prepare, review, and approve reports and respond based on results.
  • Facilitate and participate in inspections and sampling of City water and wastewater facilities by outside regulatory agencies including, but not limited to, TCEQ and EPA.
  • Monitor the activities of the water quality Laboratory to ensure accurate testing procedures and results, quality assurance, laboratory safety, and sampling programs; ensure compliance with lab accreditation regulatory requirements; set and monitor performance standards; identify opportunities to improve processes and implement approved process improvements.
  • Maintain complete and accurate records of all activities of assigned divisions; develop and maintain systems for record keeping; prepare and submit regulatory and permit-required reports required of assigned divisions.
  • Utilize applicable software and computer applications for data entry and retrieval, report preparation, graphs and charts, and completion of other data monitoring and documentation activities.
  • Assist in employee selection; evaluate assigned personnel; provide and coordinate staff training; work with employees to correct deficiencies; identify and resolve personnel problems
  • Assign work activities and projects; monitor work flow and inspect / verify completed and in-progress work for accuracy, use of proper work methods and techniques, and compliance with applicable standards and specifications.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment, materials and supplies; monitor and control expenditures; requisition, purchase, and inventory materials and supplies.
  • Establish and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service; investigate complaints and recommend corrective action as necessary to resolve complaints
  • Perform other duties as assigned.
  • Respond to emergencies after hours and in inclement weather conditions.

KNOWLEDGE SKILLS AND ABILITIES

  • Considerable knowledge of potable water and wastewater treatment processes and water quality laboratory operations.
  • Considerable knowledge of industrial wastewater pretreatment processes.
  • Considerable knowledge of municipal and industrial stormwater permitting and compliance.
  • Considerable knowledge of local, state, and federal codes, ordinances, policies, and regulations.
  • Considerable knowledge of cross connection compliance programs.
  • Ability to organize, implement, direct, and supervise the operation of environmental compliance inspectors and water quality laboratory staff.
  • Ability to perform technical and manual work associated with environmental compliance.
  • Ability to research and interpret complex environmental regulations; develop procedures and maintain records.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relationships with those contacted within the course of work.
  • Ability to know and understand operations, observe safety rules, identify safety hazards, and take necessary action to mitigate risk and prevent accidents.
  • Ability to maintain consistent attendance and respond to emergencies during evenings, weekends, and holidays.

    Typical Qualifications

    MINIMUM REQUIRED QUALIFICATIONS

  • Must have high school diploma / GED.
  • Must have two (2) years of industrial wastewater pretreatment experience, water quality laboratory experience, stormwater permit management experience, or any combination of these that demonstrates the required knowledge, skills, and abilities of the position.
  • Must have a valid driver's license at the time of placement.
  • Must have a driving record sufficient for coverage by City's auto liability carrier.
  • PREFERRED QUALIFICATIONS

  • Possession of a water quality laboratory certification is preferred.
  • Possession of a water treatment and or wastewater treatment operator license is preferred.
  • Possession of a cross-connection certification is preferred.
  • Possession of a bachelor's degree in chemistry, biology, microbiology, or other related laboratory science is preferred.
