Summary

Responsible for management and direction of the City of Denton financial programs and services including, but not limited to the City's budget, internal utility financial services , treasury, and enterprise resource planning functions.

DUTIES


  • Oversee, implement, evaluate, and manage day-to-day operations and services of assigned financial division including, but not limited to, treasury, City budget, internal utility financial services, enterprise resource planning, and special programs and/or projects.
  • Assist with the development, management, and implementation of the department's strategic plan, goals, objectives, polices, and procedures in accordance with the City of Denton’s mission, vision, policies, and objectives; establish appropriate service and staffing levels and allocates resources accordingly to achieve desired outcomes.
  • Oversee and monitor the quality, efficiency, and effectiveness of service delivery and applicable policies and procedures; identify opportunities for improvement, create and implement solutions, and evaluate changes to ensure continuous improvement.
  • Act as department representative for internal and external stakeholders, including but not limited to, City departments, City Manager’s Office, elected officials, and outside agencies; disseminate clarifying information regarding department programs, policies, and activities on actions and decisions including, but not limited to, sensitive and controversial issues while collaborating for issue resolution.
  • Provide leadership to assigned staff and establish team performance measures, priorities, work sequences, and report team and program performance; ensure all activities are complete and in compliance with Federal, State, and Local regulations, codes, and laws as well as City of Denton and departmental policies and procedures.
  • Assist with development, management and, administration of the department budget including but not limited to, estimating fund needs for staff, equipment, materials, and supplies, monitoring and approving expenditures, and overseeing preparation and implementation of budgetary adjustments.
  • Coordinate departmental activities with internal and external stakeholders, and provide assistance to City Manager, Deputy City Manager, Assistant City Managers, and City Council, as needed.
  • Attend professional organizations, boards, and commissions to stay abreast of new trends, innovations, and changes in laws impacting budgetary planning and implementation.
  • Review and approve higher-level department communication including but not limited to, ordinances and contracts, as appropriate.
  • Attend City Council meetings and take necessary action on Council agenda items, as appropriate.
  • Assist in development and oversight of the annual City budget, direct appropriate analysis and conduct presentations, as necessary.
  • Investigate internal and external stakeholder concerns; perform research for issues coordinates and facilitates necessary actions to resolve concern as appropriate; when necessary, communicate directly for identification of service needs and address concern with appropriate written, verbal, or in-person follow-up.
  • Research, gather data, analyze, and prepare reports, graphs, charts, presentations, and other materials to effectively communicate information to employees, City management, commissions, and the City Council; conduct presentations to internal and external stakeholders, as appropriate.
SUPERVISORY/BUDGET RESPONSIBILITIES
  • Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
  • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

Job Requirements

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS

  • Master’s Degree from an accredited college or university in Finance, Accounting, or related field; and,
  • Three (3) years’ experience in finance, accounting, or related field; and,
  • Three (3) years’ experience in a management or supervisory capacity,
OR
  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

  • Knowledge of applicable Federal, State, and Local Government laws, ordinances, and regulations.
  • Knowledge of treasury operations, debt issuance, management, and best practices.
  • Knowledge of project management principles, including the ability to review and recommend project improvements based on scope and budget.
  • Knowledge of accounting principles and practices, utility operations and rates, and recommended budget practices.
  • Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions that maintain compliance.
  • Skill in complex problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions.
  • Skill at the advanced level, working with applicable Microsoft Office 365 products, and other software systems to complete work.
  • Skill in providing exceptional service to internal and external customers.
  • Skill in performing complicated mathematical and statistical calculations on large data sets with accuracy.
  • Ability to communicate effectively, both in oral and written forms, for the needs of the audience.
  • Ability to establish and maintain effective interpersonal relationships.
  • Ability to handle records and complex situations of a confidential nature.
  • Ability to handle difficult and stressful situations with professional composure and confidentiality.
  • Ability to work independently and/or with team environment while handling multiple tasks and changing priorities with attention to detail.
  • Ability to support controversial positions, negotiation of sensitive issues and/or presentations with internal and external stakeholders.
  • Ability to motivate, mentor and train through direct and indirect influence.
  • Ability to develop, understand, interpret, and apply rules, policies, and procedures operations.
  • Ability to prepare and forecast budget documentation and monitor expenditures to implement fiscal control and maintain budget compliance.
CONDITIONS OF EMPLOYMENT
  • Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
  • Must pass a drug test, driver’s license check, criminal history background check, employment history verification, and social security number verification.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Lifting and carrying (less than 15 pounds).
  • Environment: Works in an office setting office; occasionally requires irregular and/or prolonged hours.
  • Travel: Travels to City of Denton buildings and professional meetings as required.
  • Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, as needed. Must attend regularly scheduled and special meetings.
