Responsible assisting with the regulatory oversight and assurance of compliance for the on-site sewage facility program (OSSF), private water wells, special waste and recyclable haulers, and the operation of the liquid waste receiving station. Assists with various environmental compliance requirements.

ESSENTIAL FUNCTIONS

DUTIES
- Review plans and applications for on-site sewage facility construction, water well construction, and special waste and recyclable haulers for completeness and compliance with all Federal, State, and local laws, regulations, and agreements.
- Issue permits and approve documents in coordination with supervisor/manager.
- Monitors compliance with various federal, state, and local laws and regulations concerning on-site sewage facilities, water wells, liquid waste haulers, and special waste & recyclable haulers.
- Collect and analyze water and wastewater samples in accordance with standard operating procedures (SOP) and with regulatory requirements.
- Receive and review laboratory analysis results of water and wastewater.
- Perform inspections of liquid waste hauler trucks and on-site sewage facilities.
- Investigate complaints concerning on-site sewage facilities and sanitary sewer overflows on private property.
- Prepare enforcement and citations for instances of environmental non-compliance, and issue them in coordination with supervisor/manager, as required.
- Perform data entry in a database of permitted waste haulers, on-site sewage facilities, water wells, enforcement actions, and laboratory analysis.
- Prepare monthly fee reports for waste hauler billing and submit in coordination with supervisor/manager.
- Assists in presenting public information and outreach including, but not limited to, OSSF, waste haulers, water wells, to internal and external stakeholders.
- Follow and occasionally submit recommendations for changes to SOPs.
- Monitor inventory and make purchasing recommendations when necessary.
- Periodically reviews internal files for accuracy.

Job Requirements
EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
- Bachelor’s Degree from an accredited college or university in Biology, Chemistry, Engineering, or similar sciences; and,
- Two (2) years’ experience in water/wastewater treatment, pretreatment, on-site septic systems, microbiology and/or mathematics; and,
- Must have or obtain a Texas Commission on Environmental Quality Designated Representative license within 12 months of employment,
OR
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

- Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)

- Must have or obtain and maintain a Texas Commission on Environmental Quality Designated Representative license within 12 months of employment.
Environmental Factors and Conditions/Physical Requirements
SAFETY
- Perform preventive maintenance on tools and equipment; ensure equipment is in safe operating condition.
- Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.

Wastewater monitoring equipment, including, but not limited to; automatic samplers, pH meters, and appropriate personal protective equipment (PPE) . Construction inspection equipment, including laser level, stadia rod, measuring tape and other appropriate PPE.
- Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Occasional light lifting and carrying (less than 50 pounds). Lifting no more than 100 pounds and carrying up to 50 pounds.
- Environment: Works in an office, laboratory, and field setting with exposure to sun, heat, cold, humidity, and inclement weather, noise, dust, chemicals, odors, potentially hazardous conditions, around confined spaces, steep slopes, uneven ground, and rough terrain; occasionally requires irregular and/or prolonged hours.
- Travel: Travels to City of Denton buildings, various users within the City’s sewer service area, and professional meetings as required.
