Summary
Responsible for providing the lead role, and oversight, for the DME Logistics personnel in a wide variety of Denton Municipal Electric (DME) activities including delivery and receipt of materials, maintaining adequate inventory of equipment, supplies, and materials for metering operations, distribution construction, maintenance operations, as well as transmission line and substation construction. Duties include training, planning, and assigning daily activities of the Logistics staff, addressing performance issues and provide coaching to foster a healthy, safe work environment. Maintains clean, organized pole yard and warehouse environments. Supports the Department in a manner to optimize and improve DME’s efficiency while helping to achieve DME’s mission and goals resulting in outstanding customer service.
Essential Functions and Other Important Duties
Essential Functions:
- Manages DME inventory administration controls, policies, and procedures. Makes independent decisions, without close supervision.
- Maintains and administers high level electronic tracking tools for identification of DME materials for major projects and special projects. Ensures availability of materials necessary for projects. Expedites materials for urgent project needs.
- Maintains tracking and accountingofmaterials and equipment for transmission line and substation CIP projects.
- Works closelywithProcurement department to craft, evaluate, and write all documents needed for a wide variety of contracts. Monitors and manages all contracts and moves forward with close out, extension or renewal according to what’s best fordepartment.
- Monitors and assures compliance with inventory and purchasing practices and policies.
- Orders project and maintenance job materials for Electric Construction, Operations, Metering and Substations Divisions.
- Builds customer confidence, committed to increasing customer satisfactions, sets achievable customer expectations, assumes responsibility for solving customer problems, ensures commitments to customers are met, solicits opinions and input from customers, responds quickly to customer requests and support.
- Maintains the records of tools issued to and returned by workers. Orders tools, parts and repairs as required.
- Accurately maintains inventory records for transformer andscraptransformersdesignated for recycle.
- Coordinates withProcurementdepartmentin the development of requests for proposal and procurement of materials. Coordinates with vendors to ensure timely arrival of materials within allotted budget.
- Coordinates withProcurement, Electric Engineering,Budget, and other departments to purchase materials
- Coordinates weekly updates between Construction, Engineering, GIS, Metering and Warehouse to help with workflow processes
- Manages recycle containers and environmental responses
- Performs a wide range of comprehensive activities associated with the inventory software system including, but not limited to; maintenance of the computerized inventory system(s) to track procurement, entering and issuing purchase orders, stock replenishment, entering receipts, establishment of new items, review minimum and maximum quantities, cycle counts and any other inventory related control and monitoring requirements
- Verifies received material for quantity; inspects materials for identity, breakage, and condition and coordinates material returns; and initiates material receipt and other related records
- Manages material shipments and/or storage
- Maintains and processes pole yard related records; Performs daily inspections to assess incoming/outgoing materials at multiple locations.
- Conducts weekly and quarterly inventory cycle counts, and clears discrepancies with appropriate approval
- Monitors the utility’s compliance of EPA related to distribution transformers, capacitor banks, and other devices.
- Implementsand managesthe Transformer testing Ratio equipment (TTR).
- Handles all environmental responses for leaking equipment.
- Manages issued materials, safety equipment and tools under proper authorization, and processes required records.
- Researches, monitors, and makes reports on various departmental operations and bond projects as needed
- Ensures invoices are paid in a timely manner and properly charged out, working closely with Accounts payable department
- Enters all purchase orders and receivers throughout designated divisions, construction, operations, substations, and metering.
- Monitors and maintains cost savings program for all divisions for tools and materials
- Assists in budget preparation for Construction and Operations Administration
- Oversees and schedules Logistics on-call personnel
- Motivates staff to strive for an efficient and effective operation and provides necessary training and monitoring Logistics staff performance and progress.
- Maintains regular and punctual on-site attendance

Job Requirements
Minimum Qualifications / Acceptable Equivalency:
- High School Diploma or GED equivalent
- Seven (7) years of Logistics/Inventory experience
- Two (2) years of experience in an electric utility environment
- Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job
- Ability to communicate effectively both verbally and in writing
- Ability to form and maintain effective relationships with coworkers and customers
- Intermediate skill level in Microsoft Office; Word, Excel, Access, and Outlook
- Extensive knowledge of inventory management practices, reporting and key performance indicators
- Knowledge of local, State, and Federal guidelines, regulations for procurement of supplies and materials in a governmental work environment
- Must have knowledge of computers and related equipment, hardware, and software in the area of assignment
- Ability to identify problems and propose solutions in a timely manner
- Ability to gather and analyze data and draw conclusions and present data and other information in a clear and logical manner
- Ability to handle all tasks with minimal supervision and direction
- Skill in resolving customer complaints and concerns
- Skill in effectively reviewing work and providing technical assistance to assigned staff
- Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
- Must pass a drug test, driver’s license check, criminal history background check and social security number verification
- Bilingual in Spanish and English
- Prior experience in materials management software
- Experience utilizing JD Edwards software system
