ESSENTIAL FUNCTIONS

DUTIES
- Provide leadership and direction to the Community Services Department; establish and ensure vision and goals achievement through projects, programs, and service delivery.
- Conduct research, gathers, and analyzes data, and prepares reports, graphs, charts, and other materials for internal and external meetings, including, but not limited to, tailoring information concisely and appropriately for diverse audiences, including City Council and other board meetings, which the position attends as needed.
- Analyze and evaluate programs to identify service gaps and ensure alignment with City Management and Council priorities; develop and implement corrective actions to improve programs and service delivery.
- Lead department planning efforts, initiative, and program development, and foster active coordination and collaboration with internal and external stakeholders including, but not limited to, other governmental entities, non-profit organizations, and community organizations, to strengthen the provision of services to the community.
- Oversee the administration of City Council initiated projects including, but not limited to, preservation of housing affordability, and creation of homelessness initiatives , and other complex community needs.
- Manage and work with internal stakeholders to apply, develop, and administer Federal and State grant programs including, but not limited to, the Community Development Block Grant, Home Investment Partnerships Program, and Emergency Solutions Grant; oversee grants to ensure use is within regulations and compliance for continued funding and investment into the community.
- Ensure compliance with State and Local codes, regulations and laws including enforcement, technical, financial, and operational activities of code enforcement personnel.
- Serve as staff liaison to the Council-appointed Community Development Advisory Committee and Human Services Advisory Committee; ensure agendas and associated materials, minutes, and meetings are posted and handled appropriately.
- Act as liaison to the US Department of Housing and Urban Development (HUD) developing strong relationships with HUD staff, Federal and State officials; monitor legislative and/or regulatory activity that could have an impact on the City of Denton.
- Act as Fair Housing Administrator developing and implementing fair housing programs including, but not limited to, assistance provisions in filing fair housing complaints for residents who feel they have been the victims of housing discrimination and providing fair housing information to local housing providers, lenders, and realtors.
- Select, train, supervise, coach, mentor, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
- Develop, manage, and monitor budget and grants; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

- Master’s Degree from an accredited college or university in Business Administration, Public Administration, Public Relations, Communications, Marketing, or related field; and,
- Five (5) years’ experience in local government, non-profit administration, business administration, public administration, or related field; and,
- Three (3) years’ experience in a management or supervisory capacity; and,
OR
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

- Must pass a drug test, driver’s license check, criminal history background check, employment history verification, and social security number verification.
- Perform preventive maintenance on tools and equipment; ensure equipment is in safe operating condition.
- Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
- Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to the supervisor.
