The incumbent is responsible for the coordination and administration of the Cross-Connection Control Program to ensure compliance with City code and state regulations. This position requires high public contact in all types of situations.
Essential Functions:
- Assists Water Utilities Specialist III with scheduling work for Water Utilities Specialist I
- Leads crew in the absence of the Water Utilities Specialist III
- Review construction drawings and blueprints for required backflow protection.
- Executes procedures in the event of a cross connection occurs.
- Identifies cross connections and lead contamination.
- Reviews and finalizes reports for Cross Connections Control Program.
- Initiates records for compliance.
- Conducts audits and surveys of properties to inventory all backflow assemblies and business activity requiring installation of a backflow assemblies.
- Reviews and updates plumbing codes, state regulations, AWWA standards, and City Cross Connection Control ordinance.
- Tests backflow assemblies.
- Communicates with Building Inspection department and builders.
- Works to continuously improve the efficiency and effectiveness of the service or product being delivered.
- Communicates with customers to ensure that, where possible, they are satisfied, and that their needs are being addressed; solicits and evaluates customer feedback.
- Maintains regular and punctual on-site attendance
- Performs other duties as assigned
- High School Diploma or GED equivalent
- TCEQ Customer Service Inspector (CSI) License
- Must possess Class D Water Distribution License from TCEQ
- Four (4) years’ experience in the installation, maintenance, and repair of water and sewer lines
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

- Prior two years water utilities/cross connection control protection experience
- Bilingual in Spanish and English
- Computer skills Microsoft Word and Microsoft Excel
- Proficient with Cityworks, mCare, and BSI Online
- CDL preferred
- Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
- Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check.
- Must pass a physical examination.
- Must be able to work overtime when requested.
- Must be able to obtain and maintain an ABPA Cross Connection Control Specialist Certificate within one (1) year of employment.
- Class C Water Distribution License from TCEQ or ability to obtain within 18 months of employment.
- Must be able to obtain TCEQ Backflow Prevention Assembly Tester Certificate within one (1) year of employment.
- Must be able to obtain ABPA Cross Connection Control Specialist Certificate within one (1) year of employment.
