Summary :
The City of Des Moines Civil Service Commission currently has one (1) open position for a six year term. We would like to invite you to consider applying for this important service to your city. Participation on the Commission includes attendance at one (1) monthly night meeting and an occasional weekend for testing of Police Department applicants. Commissioners are unpaid positions.
Purpose and Responsibilities :
The Civil Service Commission is charged with ensuring hiring examination processes for the Des Moines Police Department are open and competitive at entry and promotional levels. The Commission adopts rules and regulations for the Police Department's Civil Service employees. The Commission also handles appeals relating to testing and to those involving employee discipline.
Duties include the following :
- Adopting rules for the regulation of personnel matters within the Classified Service.
- Providing for the holding of competitive tests under the supervision of the Secretary / Chief Examiner and acting as a committee of the whole to determine the relative qualifications of persons for employment in the Classified Service.
- Ensuring that all appointments to and promotions in the Classified Service shall be made solely on the basis of merit, efficiency, and fitness, which shall be ascertained by open, competitive examination and impartial investigation.
- Conducting all civil suits that may be necessary for the proper enforcement of actions within its authority and the Rules of the Commission.
- Hearing and deciding appeals arising from the administration of the Civil Services Acts and the Civil Service Commission Rules and Regulations.
- Investigating and reporting on all matters touching the enforcement and effect of matters within its authority and the Civil Service Commission Rules .
- Ensuring that no person shall be discharged, demoted, suspended, reinstated, or transferred from any position contrary to the Civil Service Commission Rules.

This position is filling a vacancy. Commission members are appointed by the City Manager and serve for a six (6) year term.
