Description

This position plans, directs and manages all activities and operations of the department. This is accomplished by directing employee functions and tasks; presenting and administering all budget activities; serving as the chief spokesperson and representative of the department; analyzing operations; providing consultation and recommendation to management, elected officials, boards and commissions; and furthering the objectives of management and elected officials. Other duties include establishing and enforcing internal controls and processes.

Specific Duties and Responsibilities

  • Develop, plan and implement department goals and objectives; recommend and administer policies and procedures related to planning, building inspection, and engineering operations;
  • Direct, oversee and participate in the development of the department's work plan; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures;
  • Directs the departmental financial processes by developing and recommending budget and program costs; responding to financial inquiries; interpreting directives; and ensuring compliance with federal, state and local laws;
  • Represents the Development Services Department to other departments, elected officials, developers, outside agencies and general public; participates on a variety of boards, commissions, and committees, and provides staff support and technical guidance to assigned boards and commissions;
  • Develops and maintains relationships with departments, customers, elected officials, and outside agencies by participating in meetings and on committees; preparing and presenting information in public settings; negotiating agreements; reviewing contracts; and responding to complaints and inquiries; and
  • Performs other assigned duties.

Qualifications

  • Master's degree in Urban Planning, Architecture, Civil Engineering or related field;
  • Five (5) years of related work experience;
  • Or equivalent training, education, and / or experience; and
  • Valid Driver's License.
  • Knowledge, Skills and Abilities :

  • Knowledge of City policies and procedures;
  • Knowledge of engineering and planning principles, financial management, management practices and general government and municipal operations including economic development;
  • Knowledge of governmental accounting, budgeting, and grants and the principles and techniques of organizations, management, and personnel;
  • Knowledge of Microsoft Office Suite;
  • Skill in communicating effectively both orally and in writing;
  • Skill in developing and presenting programs, training, and reports to elected officials and groups in large public settings;
  • Ability to prepare clear and concise administrative reports and presentations;
  • Ability to be subjected to repetitive motion such as typing, data entry and vision to monitors; and
  • Ability to establish and maintain working relationships with City administration, other employees, and the general public.
  • Supplemental Information

    PHYSICAL DEMANDS :

    Sedentary work; ability to lift / exert up to ten (10) pounds of force occasionally. Work in an office setting with visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to sitting and standing to perform essential functions.

    WORK ENVIRONMENT :

    Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving. Occasional exposure to outdoor elements for site inspections with staff.

    Assists in recommending counselors for any city employee experiencing personal problems.

    Education Pay

    Employees can receive a monthly additional pay for Associates, Bachelors, Masters and PHD degrees.

    Social Security

    Employee participates at 7.65% contribution with matching city funds.

    Texas Municipal Retirement System

    Employees participate in a statewide retirement program at 7% contribution with a city match of 2 : 1.

    Five years vesting, 20 years retirement at any age.

    Vacation

    Non-civil service employees accrue 6.67 hours per month (2 weeks per year).

    All police employees accrue 10 hours per month (3 weeks per year).

    All Fire employees accrue 15 hours per month (7.5 - 24 hour shifts a year).

    Sick Leave

    Non-civil service employees accrue 10 hours per month (3 weeks per year).

    All police employees accrue 10 hours per month (3 weeks per year).

    All Fire employees accrue 15 hours per month (7.5 - 24 hour shifts a year).

    Holidays

    Non-civil service employees receive 13 paid holidays per year including one personal or "floating" day.

    Longevity Pay

    Earned at a rate of $4 per month.

    This is calculated on number of years of service up to and including 25 years (maximum $1200).

    Worker's Compensation

    Worker's compensation coverage is provided for all employees.

    Fire / Police

    Eligible for Education / Certification pay.

    Deferred Compensation Plans- Mass Mutual / Empower

    Payroll deduction for employee participation. City does not contribute.
