The purpose of this position is to complete independent reviews of developer proposals and capital improvement program projects. This is accomplished by reviewing site plans, plats, construction plans, and other technical documents or reports and data; managing or coordinating private land development projects, capital improvement program projects, and any assigned special projects or tasks; preparing or reviewing cost estimates; preparing, reviewing, and managing bid documents; and coordinating projects with developers, engineers, architects, other technical professionals, staff, City departments and outside agencies. Other duties may include assisting with implementation of the stormwater management program; and assisting with administering the floodplain management program.
- Completes technical reviews for private development projects by reviewing and analyzing engineering work including technical or any report and construction, and site plans; responding to technical inquiries; interpreting and applying ordinances, codes, requirements from the design guidance manuals, policies, technical details and standards; and evaluating field conditions for proposed land use scenarios and capital improvement program projects;
- Manages assigned City projects from planning through design and construction by monitoring all phases of projects including bidding; coordinating with staff and departments for compliance; preparing and reviewing professional service agreement, construction contracts and bid documents; facilitating construction meetings and resolving issues before and during construction; preparing project related memo and reports; and reporting progress to supervisor, department, City, and elected officials;
- Prepares, negotiates, processes, and administers contracts with engineering, architectural, surveying, and other professional service companies, including drafting agreement documents, evaluating consultant fee proposals, and reviewing invoices / bills for verifying compensation for professional services;
- Process invoices received from consultants and contractors of different City projects and ensures timely payments;
- Submits applications and secures approval or permits from other agencies for City projects;
- Prepares and submits reimbursement applications to funding agencies and ensure timely reimbursements for the City;
- Communicates with the consultant and contractor to address technical and field issues and any conflicts in design and construction phase;
- Inspects or visits the construction site or project area frequently as needed;
- Provides technical opinion including solution to address issues, and necessary support to the construction inspectors / construction inspection team;
- Attends final inspection, review punch list items, and takes required measures for acceptance of private land development projects and City’s capital improvement program projects;
- Reviews geotechnical or soil testing results, construction materials or field test results and inspection reports and takes necessary steps;
- Conducts engineering studies in response to requests for information from supervisor or City Management;
- Assists in research, review and updating of the City's construction standards, design guidance manuals, details, and specifications;
- Monitors local, regional, state and Federal regulations on water, wastewater, roadways and traffic, and drainage to ensure City compliance;
- Ensures proper documentation of project related files including plans, reports, memo, letters, and legal documents;
- Coordinates with outside agencies or organizations as needed for implementation of projects;
- Works with various grant programs to secure funds for capital improvements program projects where applicable;
- Prepares technical reports, memos, staff reports, transmittal letters, presentations, etc.;
- Conducts research on any topic as required by the supervisor or the City;
- Updates and maintains multiple status tracking report and database;
- Attends Planning and Zoning Commission and any other Commission or Board meetings and provides answers to questions during presentation;
- Attends City Council meetings and provides answers to questions;
- Attends development review meeting, Pre-construction meeting, Mid-construction meeting;
- Engages with the public by answering questions; providing information; and speaking at public events;
- Assists with floodplain and stormwater management programs by providing guidance and support to stakeholders; educating the public on flood risk and mitigation; monitoring the activities under stormwater management plan; and serving on committees; and
- Performs other assigned duties.
- Bachelor’s Degree in Civil Engineering or other related field;
- Four (4) years of related work experience;
- Possession of an active certificate of registration as a Professional Engineer, with specialization in the field of civil engineering, as issued by the Texas Board of Professional Engineers and Land Surveyors, or ability to obtain within six-months of hire date;
- Or equivalent training, education, and/or experience; and
- Valid Driver’s License.
- Must be physically capable of moving about on construction work sites and under adverse field conditions.
- Knowledge of City policies and procedures;
- Extensive knowledge of civil engineering principles and practices;
- Ability to conduct necessary engineering research and compile comprehensive reports and summary memo;
- Knowledge of engineering related computer applications such as CADD and GIS systems as well as commonly used civil engineering software;
- Knowledge of private development permitting processes;
- Knowledge of floodplain and stormwater management programs;
- Skill in utilizing Microsoft Office Suite and drafting software;
- Skill in developing or generating maps and exhibits;
- Skilled and experienced in civil engineering design and construction project management;
- Skill in communicating effectively both orally and in writing; and
- Ability to establish and maintain working relationships with supervisor, City administration, other employees, and the general public.
Salary : $83,700 - $122,200
