Provides logistical engineering support in terms of applied engineering practices, methods, and standards.

MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS: Bachelor’s degree and five (5) experience in the civil engineering and/or construction fields in progressively responsible positions or a combination of education and experience. Prior supervisory experience is preferred. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. - Oversees, delegates, manages or performs Initial (Pre), Mid- and Final Right-Of-Way (ROW) and/or storm-water site inspections.
- Participates in assigned project reviews, performs related inspections, coordinates with contractor/owners regarding stormwater and right-of-way compliance for residential and commercial projects.
- Reviews rough sketches, drawings, specifications, and other engineering data received from Civil Engineers and contractors.
- Reviews and interprets plots, maps, and charts showing profiles and cross-section indicating relation of topographical contours and elevations to buildings, retaining walls, tunnels, overhead power lines, and other structures, detailed drawings of structures and installations such as roads, culverts, dikes, wharfs, and breakwaters, land use, landscaping designs, diagrams, maps, and legal descriptions.
- Computes volume of land areas and stormwater management systems utilizing civil engineering methodology.
- Correlates information from surveys, maps, plans, deeds, and aerial photographs and performs engineering review/evaluation on submitted engineering plans and documentation for compliance with city, state and federal regulations.
- Manages and inspects construction projects to verify compliance with permitted and approved plans and specifications.
- Files plans, drawings, surveys, notes, and records under the direction of the City Engineer.
- Is the City Liaison between the contractor, the design/CEI engineer and the public for assigned projects.
- Assists with NPDES coordination and compliance with local, state, and federal requirements. Coordinates with FDEP for the City’s MS4 permit
- Requires the ability to interpret, compare and/or judge the readily observable functional, technical, structural, compositional, or identifiable characteristics (whether similar to or divergent from obvious standards) of complex data, legislation, ordinances, statutes, people, or things. Requires the ability to inspect items for proper length, width, and shape.
- Requires the ability to interact with people (i.e., staff, supervisors, public and elected officials) beyond giving and receiving instructions to include tactfully mediating conflicts and achieving positive results. This position is multi-tasked and requires the ability to perform under maximum stress when confronted with short deadlines, heavy workloads, conflicting interests, and high customer demands.
- Coordinates with Code Compliance for right-of-way, illicit discharge and stormwater violations. Reviews permits, performs inspections and coordinates code compliance cases including corrective notices and inspections. Presents cases to the Code Compliance Board and/or Special Magistrate, as needed.
- Coordinates and processes the vacation of right-of-way, speed studies and traffic calming applications.
- Coordinates with other agencies and staff on permits, citizen concerns, lane closures and items of interest that may impact transportation and stormwater infrastructure.
- Coordinates with the City Engineer and the Public Works Director, as required.
- Attends public meetings and makes presentations to City Council and Advisory Boards, as needed.
- Supervises the Engineering Division staff, including, but not limited to, training, managing schedules and performance reviews.
