Job Title: Stormwater Maintenance Technician

Department: Public Works

Reports To: Field Operations Supervisor

FLSA Status: Non-Exempt

SUMMARY: Supports the City’s Stormwater Management Program by performing a variety of critical duties, including: storm sewer system cleaning and maintenance, inspections of system components, evaluation of commercial and residential stormwater management features, installation of stormwater controls, and operation of specialized stormwater maintenance equipment (e.g., Street Sweeper and PipeHunter). Additional responsibilities may be assigned as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following are not to be construed as an exclusive or all-inclusive listing of skills and abilities required to perform the job. Management may delegate other responsibilities as required.

Regulatory Compliance & Inspection Duties

  • Locate, review, and apply relevant policies, codes, ordinances, regulations, and statutes related to stormwater management.
  • Conduct inspections of storm sewer system components, including inlets, culverts, outfalls, retention systems (public and private), and roadside swales.
  • Perform Pollution Prevention/Good Housekeeping Inspections at City and commercial facilities to ensure compliance with stormwater management best practices.
  • Assist in the installation, repair, and maintenance of stormwater management controls in accordance with City regulations and environmental standards.

Operations & Equipment Management

  • Operate and maintain the City’s Street Sweeper (Commercial Driver’s License preferred) and Storm Sewer Cleaning Equipment (e.g., PipeHunter).
  • Perform preventative maintenance on department equipment to ensure proper functionality and longevity.
  • Assist with stormwater infrastructure improvements, such as drainage repairs and erosion control measures.

Emergency & On-Call Response

  • Respond to stormwater-related emergencies, including flooding, system blockages, and infrastructure failures.
  • Set up traffic controls, pumping systems, and temporary containment measures to mitigate stormwater hazards.
  • Provide emergency response support for tree removal, debris clearance, and other public works operations as needed.
  • Participate in an on-call rotation, including after-hours and weekend availability.

Administrative & Reporting Duties

  • Maintain accurate inspection logs, work orders, and maintenance records.
  • Prepare reports using Microsoft Word and Excel to document inspection findings, maintenance activities, and regulatory compliance.
  • Stay informed on stormwater management policies, key functions, and operational processes through self-directed learning and training.
  • Other Duties
  • Perform additional responsibilities as assigned by management to support stormwater infrastructure maintenance and public safety.

SUPERVISORY RESPONSIBILITIES: None

QUALIFICATIONS & REQUIREMENTS: High school education, experience in Public Works or Utilities, proficiency in Microsoft Office (Word, Excel), and office equipment operation. A Commercial Driver’s License is preferred but not required.

INTELLIGENCE: Requires the ability to learn and understand subject matter principles and techniques; to make independent judgments in absence of supervision within the scope of respective job duties and tasks; to acquire and be able to expound on knowledge of topics related to primary occupation.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract, multiply and divide totals; determine percentages; complete basic algebraic equations, generate and interpret graphs and diagrams; determine time and weight and interpret same as may be appropriate.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width and shape.

MOTOR COORDINATION: Requires the ability to utilize job related equipment in the course of accomplishing job duties and tasks associated with respective primary duties.

COLOR DISCRIMINATION: May require the ability to differentiate colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to interact with people (i.e. staff, supervisors, general public and elected officials). This position is multi-tasked and requires the ability to perform under maximum stress when confronted with short deadlines, heavy workloads, conflicting interests and high customer demand.
