Job Title: System and Network Specialist III

Department: City Manager’s Office

Reports To: Information Technology Director

SUMMARY: As a Systems and Network Specialist, you will play a crucial role in maintaining and improving the City of Destin's technology infrastructure. Your responsibilities will encompass a wide range of tasks, including security, network management, system administration, and more. Here's how you can contribute to each area.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following are not to be construed as an exclusive or all-inclusive listing of skills and abilities required to perform the job and are performed under the direction and supervision of the Director of Information Technology. Management may delegate other responsibilities as required.

  • Firewall Management: Manage and maintain the Barracuda firewall settings and security protocols to protect our network.
  • Microsoft 365 Operations: Oversee the licensing, setup, and maintenance of our Microsoft 365 environments, ensuring smooth operation.
  • Intune Configuration: Configure and manage devices and applications using Microsoft Intune to ensure compliance and security.
  • PowerShell Scripting: Develop and execute PowerShell scripts to automate network and system operations, enhancing efficiency.
  • Cisco Switch Configuration: Install and configure Cisco switches, optimizing our network performance.
  • VLAN Troubleshooting: Diagnose and repair issues related to VLANs to ensure network segmentation and performance.
  • Layer 1 Testing: Test and repair physical network components such as Ethernet cables.
  • Layer 2 Troubleshooting: Test and repair Layer 2 elements including ARP tables and MAC address conflicts.
  • Wireless Network Maintenance: Test and repair wireless network issues to maintain reliable connectivity.
  • DHCP Management: Manage and troubleshoot DHCP configurations to ensure proper IP address allocation.
  • Active Directory Management: Maintain and troubleshoot on-premises and cloud-based Domain Controllers and Active Directory services.
  • Virtual Machine Management: Create and manage virtual machines using Azure and VMware for various applications.
  • Azure Network Design: Design and set up Azure Virtual Networks and subnets to support our cloud infrastructure.
  • Azure File Shares: Design and configure Azure file shares and web applications for secure and efficient data access.
  • Source Control Collaboration: Collaborate on Azure source control code solutions to streamline development and deployment processes.
  • C# Programming: Code fluently in C# using the latest version of Visual Studio for various applications.
  • Database Management: Design and set up PostgreSQL and SQL Server databases in Microsoft Azure environments.
  • SQL Proficiency: Use SQL for report building and database management across SQL Server, PostgreSQL, and MySQL databases.
  • ERP Troubleshooting: Troubleshoot ERP systems with minimal initial knowledge, quickly adapting to new challenges.
  • IT Ticket Support: Provide Tier 1, 2, and 3 IT ticket support for Systems and Network Specialists, Administrators, and Engineers.
  • Layer 3 Troubleshooting: Test and repair Layer 3 software configurations to ensure seamless network communication.
  • VoIP Systems: Set up, test, and troubleshoot VoIP systems to maintain reliable communication channels.
  • Security Best Practices: Implement basic security practices and protocols to safeguard our IT infrastructure.
  • Vendor Liaison: Act as a liaison for vendor interactions and third-party configurations/setups.
  • Ticket and Inventory Management: Manage IT support tickets and maintain accurate inventory records.
  • Backups and Disaster Recovery: Implement and manage backup systems and disaster recovery plans.
  • TLS Certificate Management: Install and manage TLS CA certificate verification to ensure secure network connections.
  • Software Updates: Ensure all software is up to date through Intune Policies where possible.
  • Cyber Insurance: Implement the instructions of cyber security insurance providers and update policies as required.
  • Air-Gapped Backup Systems: Set up, configure, and manage air-gapped backup systems for secure data recovery.
  • MSSP Coordination: Work with Managed Security Service Providers to handle cyber attack incidents.
  • Vulnerability Scans: Set up and run vulnerability scans to identify and address security threats.
  • Two-Factor Authentication: Implement and manage two-factor authentication within the organization.
  • Intrusion Detection Systems: Set up and implement Intrusion Detection Systems to monitor network activity.
  • Cyber Security Policy Updates: Regularly review and update cyber security policies to address emerging threats.
  • Unauthorized Software Management: Identify and eliminate unauthorized vendors and software from our infrastructure.
  • Phishing Monitoring: Set up and manage a phishing monitoring service to protect against email-based threats.
  • Transparency and Compliance: Ensure IT systems support transparency by making records and communications accessible to the public.
  • Document Management System: Set up and maintain a Document Management System to handle public records requests.
  • OCR Implementation: Implement Optical Character Recognition systems for scanning documents to text.
  • Compliance with Laws: Configure document management systems to comply with HIPAA, FERPA, and other applicable laws.
  • Web Development: Develop web applications using HTML and JavaScript to support city departments.
  • Experience and Knowledge: Utilize your knowledge of IT infrastructure, cybersecurity principles, PowerShell scripting, Azure, VMware, SQL databases, ERP systems, and vendor management.
  • Problem-Solving Skills: Apply excellent problem-solving and communication skills to resolve IT issues.
  • Continuous Learning: Commit to continuous learning and staying updated with emerging technologies and regulations.

SUPERVISORY RESPONSIBILITIES: Supervision of other City Employees is not required of this position.

Qualifications

EDUCATION AND EXPERIENCE: As a basic IT professional, obtaining the following certifications can help you build a solid foundation in various IT domains and enhance your career prospects. At least 3 of these will be required to advance to the highest step in the pay scales for this job (or any combination of education and experience equivalent, as determined by the IT Director), though steps are awarded based on performance evaluation and current HR Policies:

  • CompTIA IT Fundamentals (ITF ): Covers basic IT concepts, including infrastructure, applications, software development, and database fundamentals.
  • CompTIA A : Validates understanding of basic IT infrastructure, hardware, and software troubleshooting.
  • CompTIA Network : Demonstrates knowledge of basic networking concepts, including network design, management, and troubleshooting.
  • Microsoft Certified: Fundamentals (Azure, Microsoft 365, Power Platform): Provides a fundamental understanding of Microsoft's cloud services, productivity tools, and low-code platform.
  • Cisco Certified Technician (CCT): Covers basic Cisco networking and support skills, including diagnosing and repairing Cisco network devices.
  • ITIL Foundation: Introduces the ITIL framework and basic IT service management practices.
  • Certified Information Systems Security Professional (CISSP) - Associate: Validates understanding of fundamental security concepts and practices.
  • Google IT Support Professional Certificate: Covers essential IT support skills, including troubleshooting, customer service, networking, operating systems, system administration, and security.
  • Certified Ethical Hacker (CEH) - Associate: Provides a basic understanding of ethical hacking concepts and practices.
  • Apple Certified Support Professional (ACSP): Demonstrates ability to support and troubleshoot macOS and other Apple products.
  • Linux Essentials: Provides a basic understanding of Linux operating systems and command-line interface skills.

PHYSICAL REQUIREMENTS: The IT Professional will primarily work in an office setting with opportunities for remote work as per company policy. The work environment is typically quiet to moderate in noise levels and involves frequent collaboration with colleagues and clients via various communication tools. Physical Demands include:

  • The role requires prolonged periods of sitting at a desk, using a computer.
  • Regular use of hands and fingers to operate office equipment, including computers, printers, and telephones.
  • Must be able to read and interpret data on a computer screen for extended periods.
  • Occasionally required to stand, walk, reach with hands and arms, and lift/move up to 25 pounds. May occasionally need to contribute to heavier lifting as part of a team, such as installing equipment together.
  • May involve occasional travel for training or on-site technical support.
