Perform work required for the maintenance, repair, and improvement of the right-of-way, equipment and grounds.  Incumbent receives general direction from the Superintendent of Streets and Director and it is expected to exercise independent judgment in the field. Work is normally reviewed only for results obtained.
This position is classified as a non-exempt, full-time position with a 40 hour work-week.Essential Functions:
  • Mowing, edging, raking, weeding, and cleaning of greens, roadway greenery and open space areas.
  • Performs such duties as hauling heavy material, repairing roads, cutting grass, demolition work and various other preparatory work for the trades 
  • Perform simple and elementary work not specifically related to the trades, such as, moving heavy furniture, equipment or materials.
  • Sweeps, washes, paints and repairs.
  • Performs minor semi-skilled building maintenance such as painting, plumbing, carpentry and other unskilled and semi-skilled trades.
  • Performs routine maintenance on hand operated and power equipment, including but not limited to electric motors, pumps, tractors, mowers, used in daily work assignments.
  • Plants and prunes turf, trees, shrubs and flowers.
  • Carries out seeding, fertilizing, top dressing, soil conditioning, watering, mulching, and pest and weed control as necessary and when directed.
  • Collect and dispose of solid waste from right-of-ways and grounds; pick up litter from premises.
  • Open and close, locks and unlocks facilities as needed and as directed.
  • Ability to get along with others and work effectively with the public and fellow workers.
  • Performs any other public works related activities as directed by the Superintendent of Streets and the Public Works Director such as repairing potholes and sidewalks and installation of signs. 
Additional Duties:
  • Performs other related work as required.
MINIMUM EDUCATION AND TRAINING
  • A High School Diploma or a GED equivalent and saome experience in repair and maintenance of equipment and tools, ground keeping work or equivalent combination of relevant education experience.
  • Must be fluent in the English language.  Ability to communicate in Spanish is a plus.
  • Must hold a valid Florida Driver's License with an acceptable driving record. 
MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED
 
Knowledge, Skills and Abilities:
  • Must be able to work independently and complete daily activities and tasks according to work schedule.
  • Must have working knowledge of equipment, materials and supplies used in building and right-of-ways maintenance, minor repairs and safety precautions.
  • Ability to lift heavy objects and walk/stand for long periods of time and perform strenuous physical labor under adverse field conditions.
  • Ability to establish effective working relationships with employees, supervisors and the public.
  • Additional specialized training such as painter, maintenance and repair or a related field is desirable.
  • Must be physically able to perform duties, which may require walking, crawling, kneeling, or standing for prolonged periods of time and heavy lifting.
  • Must be fluent in the English language. Ability to communicate in Spanish is a plus.
  • Applicants must complete all requirements established by the City of Doral for employment.  This includes, but is not limited to, a written examination, an oral board, a psychological exam, a polygraph, a physical agility test, a comprehensive background investigation and a job-related medical examination including a drug/alcohol screening test.
  • Must be a non-smoker.
  • The minimum requirements may be waived by the City Manager.
 Physical Requirements:
  • Ability to exert at least 50 and in excess of 100 lbs of force occasionally and/or frequently. This role involves medium work, which could require exerting up to 50 pounds of force occasionally and up to 30 pounds frequently, and/or up to 10 pounds of force to constantly move objects.  The following physical abilities are also required:
  • Ability to walk, crawl, kneel, climb, reach, push, pull, handle and lift objects, stand for prolonged periods of time and walk between work sites. See more details below: 
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing 1: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Hearing 2: Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking 1: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Talking 2: Shouting in order to be heard above ambient noise level.
  • Visual Acuity 1: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Visual Acuity 2: Including color, depth perception, and field vision.
  • Visual Acuity 3: Visual Acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
  • Visual Acuity 4: Have visual acuity to operate motor vehicles and/or heavy equipment.
  • Visual Acuity 5: Have close visual acuity to perform an activity such as: visual inspection involving small defects, small parts, operation of machines; using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
