What are the responsibilities and job description for the Stormwater Utility Manager position at City of Doral?
This position is responsible for supervision and administration of the City of Doral Stormwater Utility (SWU). Tasks for this individual will include verification of proper billing by Miami-Dade County Water and Sewer Department (WASD), addressing concerns from citizens regarding the function and application of the SWU. The position is responsible for identifying the needs of the City to provide additional stormwater related services and creating standard operating procedures for providing those services. This position is classified as an exempt, full-time position with a 40 hour work-week.Essential Functions:
- Provides support to other members of the Department and supports all City functions.
- Implements stormwater rehabilitation projects by contracting with engineering consultants and contractors as necessary.
- Manages the National Pollutant Discharge Elimination System program.
- Provides resources to accomplish project related goals, including the procurement of competent contractors and consultants as well as the delegation of activities to in house staff.
- Attends periodic meetings as directed by the Public Works Director.
- Trains junior level staff to become a functioning part of the Department team.
- Complies with all departmental budget constraints.
- Plans work, sets goals and carefully schedules projects to achieve Department objectives.
- Interfaces with WASD to ensure billing procedures are being carried out accurately.
- Answers all billing inquiries submitted by the members of the SWU.
- Evaluates production and progress against budgets and prepares reports to document.
- Schedules and coordinates stormwater system evaluations, inspections and provides assistance on more complex inspection concerns.
- Identifies deficiencies and required improvements to existing infrastructure.
- Creates standard operating procedures for the maintenance and upkeep of the public facilities under the control of the Department.
- Corresponds with other governmental entities and private concerns to obtain additional resources for the City.
- Implements any special projects as assigned by the Public Works Director.
- Attends educational, training and safety courses as needed.
- Performs related work as required.

MINIMUM EDUCATION AND TRAINING
- A Bachelor's degree in Engineering, Construction, and/or Water related field is required.
- Must possess at least two (2) years of stormwater design construction contract management experience, program management experience.
- Stormwater Operator (Level 1 and/or Level 2), FDEP Erosion and Sedimentation Control Inspector, Work Zone Traffic Control (Intermediate Level), Incident Command System (ICS) certifications are preferred.
- Engineer in Training (EIT) or Professional Engineer (PE), Certified Floodplain Manager (CFM), APWA: Certified Stormwater Manager (CSM), Advanced Maintenance of Traffic (MOT) certifications are preferred.
- Must hold a valid Florida Driver's License with an acceptable driving record.
MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED
Knowledge, Skills and Abilities:
- Must be knowledgeable regarding the standard procedures for stormwater management within Miami-Dade County.
- Must be knowledgeable in City, County and State public contract laws.
- Must be computer literate and able to quickly become proficient at the SWU billing software.
- Needs to be able to facilitate creation of standard operating procedures to implement within the SWU.
- Ability to accept, receive and/or collect payments.
- Ability to prepare and/or process purchase orders.
- Ability to be held accountable for inventory/property management.
- Ability to manage or administer grant funds.
- Ability to make recommendations that impact the budget.
- Ability to manage the budget within assigned unit/division.
- Ability to use small office equipment, including copy machines or multi-line telephone systems.
- Ability to use computers for data entry.
- Ability to use computers for word processing and/or accounting purposes.
- Ability to use highly technical computer applications, such as GIS or CAD.
- Ability to create and guide implementation of capital improvement plans or programs.
- Ability to create plans for and guide implementation of major construction projects.
- Ability to prepare technical correspondence and reports in order to address any aspects of performing the above duties.
- Must be fluent in the English language. Ability to communicate in Spanish is a plus.
- Ability to interact with constituents as well as other entities both public and private in a courteous and effective manner in order to always reflect well upon the City.
- Must be a non-smoker.
- The minimum requirements may be waived by the City Manager.
Physical Requirements:
- Ability to pick, pinch, type or work with the fingers; perceive sound and receive information through oral communication; make rational decisions; express ideas through speaking accurately/loudly/quickly; use visual acuity to perform activities such as viewing a computer terminal and operation heavy equipment; walk from one work site to another.

Salary : $76,470 - $122,352
