JOB SUMMARY
This person in this position is responsible for the overall operation of the Building Inspections Division and manages staff who administer permitting and inspections of new and existing structures (with accompanying utility appurtenances). The work involves recommendations for adopting or amending local ordinances and adopted state construction codes. Additionally, the incumbent renders interpretations on adopted construction codes, and ensures all construction projects within the city’s jurisdiction meet the minimum requirements to safeguard the public’s health, safety, and general physical welfare. The incumbent typically serves as the owner’s representative for city-owned construction projects. Work is performed under the direct supervision of the Community Development Director.
ESSENTIAL JOB FUNCTIONS
- Manage and supervise the permit application process, ensuring all necessary documentation is completed accurately and timely.
- Supervise and mentor a team of Building Inspectors, Permit Technicians, and administrative staff.
- Coordinate with contractors, developers, and property owners to address concerns and provide guidance on building compliance.
- Review building plans and permit applications for completeness and adherence to local regulations.
- Respond to inquiries from the public regarding permit requirements, building codes, and inspection scheduling.
- Ensure all inspections are conducted according to established procedures and timelines.
- Prepare and maintain detailed records of inspections, permits issued, violations, and other compliance-related documentation.
- Work with other city departments, such as Planning & Zoning, Code Compliance, Engineering, and Public Services, to resolve issues and ensure seamless project approval processes.
- Monitor and enforce deadlines for permit approval and inspection requests to ensure timely project completion.
- Stay current on changes in building codes, laws, and regulations, ensuring that all staff are trained and compliant with current standards.
- Prepare reports on building permit and inspection activities for senior management and government agencies.
- Interprets construction codes, building ordinances and development code requirements for officials and the general public on a final basis.
- Interprets civil plans, and architectural blueprints on new construction and alterations for design integrity, and conformity with the City’s building codes and ordinances.
- Issues Building, Plumbing, Mechanical, and Electrical Permits.
- Maintains records of inspections, corrections to code violations, certificates of occupancy, approved plans, and associated amendments to plans.
- Assist in the preparation of the division budget, and recommends fee amounts for permits administered by the division.
- Supervises Building Inspectors and performs annual performance reviews for the staff in these positions.
- Reviews Business Licenses for compliance with local codes.
- Works with the Community Development Director for recommendations on hiring, discipline and termination of division staff, as well as creation of new employee positions; and
- Performs other job-related duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- 5 years of experience in Building Permit Management, Construction Inspection, or a related field, with at least 2 years in a supervisory role.
- In-depth knowledge of local, state, and federal building codes, zoning laws, and safety regulations.
- Strong leadership and team management skills, with the ability to motivate and develop staff.
- Excellent communication skills, with the ability to interact effectively with contractors, property owners, and government officials.
- Proficient in permit management software, GIS systems, and Microsoft Office Suite.
- Ability to read and interpret building plans, blueprints, and technical drawings.
- Strong organizational and problem-solving skills, with attention to detail.
- Certification as a Building Inspector or Permit Technician (preferred).

- Ability to utilize mathematical formulas; add and subtract totals; multiply and divide; utilize determine percentages, perform calculations involving variables, formulas, square roots, and polynomials; perform statistical calculations which include frequency distributions, reliability and validity of tests, correlation techniques, factor analysis and econometrics; perform statistical calculations including advanced probability theory, experimental design and advanced statistical inference with applications.
- Ability to inspect items for proper length, width, and shape, visually with a computer, adding machine, copier, fax, vehicle, ladder, hand tools and scales.
