The primary role of the Police Social Worker is to assist the Dover Police Department and the Dover Fire and Rescue Department with referral services for members of the public in need. This may involve youth, adults, and families and will generally be related to homelessness, housing instability, mental health and substance misuse. Individuals performing in the role of Police Social Worker must be self-motivated and capable of working independently. The Police Social Worker is required to work with members of the public and must possess the skills and abilities necessary to gain the confidence and trust of persons with whom they interact. Full-time, 40 hours per week. $29.40 to $42.58 per hour. Position closes March 28, 2025. DUTIES AND RESPONSIBILITIES (Except as specifically noted, the following functions are considered essential to this position. Depending on the specific police social worker assignment, the listed examples may not include all duties found in this class) : 1. Maintain an active, visible presence in the community by readily seeking out members of the public in need, evidenced by homelessness, addiction, mental health issues, etc. 2. Perform coordinated outreach, community-based referral services within the community with individuals experiencing homelessness in places they are currently staying or loitering, rather than expecting individuals with a history of chronic resistance to seek services independently. 3. Develop a plan with individuals to end their cycle of unmet social service needs. 4. Coordinate and facilitate youth and family centric programs such as the ACERT program and the school based interventions such as the Alternative Suspension Program. 5. Provide case management to ensure that referrals made have been accepted, and work to resolve any barriers between the individual seeking services and the service itself, including but not limited to : transportation, scheduling, insurance, etc. 6. Facilitate meetings between members of the public in need and community organizations that can provide assistance, to including but not limited to : local welfare offices, library, the community mental health agency, local recovery centers, local shelters, and any other agencies that can assist with the goal of helping people in need. 7. Monitor criminal and non-criminal incidents and investigations conducted by police and fire personnel including but not limited to : check-ups, vagrancy, drug overdoses, and welfare checks in order to refer the involved parties to appropriate assistance. 8. Communicate with school resource officers, school guidance counselors and school social workers as appropriate when out of school incidents involve children that attend schools located in Dover. 9. Assist members of the public looking for resources related to persons with special circumstances related to their mental or physical health. 10. Represent the Dover Police and Fire Departments at public meetings, boards, or committees that are relevant to this position. 11. Maintain familiarity with and execute safe work procedures associated with assigned work. 12. Perform other all other duties as prescribed by the Chief of Police. KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS : The Police Social Worker must possess the personal skills, knowledge and abilities necessary to serve in a critical support role for the police and fire departments. 1. The Police Social Worker must possess superior communication skills and be able to deliver information in an easy to understand and professional manner. The Police Social Worker must be able to successfully interact, both verbally and in writing, with the public. 2. The Police Social Worker must be able to speak publicly to a diverse audience including members of the police and fire departments as well as members of the public. 3. The Police Social Worker must have extensive knowledge of the local social service agencies and other support systems available to the public in Dover and in the surrounding area available to members of the public. 4. The Police Social Worker must possess sufficient computer skills to perform the documentary functions of the position. 5. The Police Social Worker must be able to maintain complete and total professional confidentiality with regard to their role and their access to confidential documents and situations. 6. The Police Social Worker must be able to understand public safety culture and procedures. 7. The Police Social Worker will receive supervision, daily mentorship and collaboration from the Social Work Unit Supervisor. 8. The Police Social Worker will seek ongoing professional growth and development, and represents and supports the mission, philosophy and goals of the Dover Police Department. EDUCATION / LICENSURE / CERTIFICATION REQUIREMENTS : Required Qualifications are a Bachelor’s degree in Social Work (preferred), Psychology or other social science related field. Related experience is preferred but not required. Certified Prevention Specialist (CPS) credentialing is also preferred but can be obtained after the candidate is hired.
