Class Concept

Dublin seeks a highly-organized, initiative-driven person to be an initial point of contact with all development proposals coming to the City. Do you relish being part of the action? Primary Focus

Performs an essential variety of technical support tasks for Community Development and Planning, with the primary focus on project intake, project closure, and assisting customers with electronic applications. Manages and organizes the intake, processing, flow, and tracking of development applications to ensure timely and organized processing. Ensures application submittals are complete and meet all preliminary code requirements. Assists with the review, inspection, and issuance of Certificates of Zoning Plan Approval and Zoning Compliance Letters. Works with an interdisciplinary team for process improvement and efficiency.

Given the nature of this classification's duties / responsibilities, it has been designated as Non-Exempt under the governing Fair Labor Standards Act regulations and, therefore, is entitled to formal overtime compensation and / or formal compensatory time.

Examples of Duties

Essential Functions

Manages and organizes the intake, processing, flow, and tracking of development applications; ensures application submittals are complete and meet all preliminary code requirements.

Accepts, records and processes fees.

Responds with a high level of customer service to inquiries from the general public, other City Departments, and public agencies regarding development application-related matters.

Consults with vendor technical support to assess and implement best practices and improvements for the online application system. Able to represent the division's goals, problems, and expectations accurately and timely.

Reviews and manages Certificate of Zoning Plan Approvals and Zoning Compliance Letters; oversees intake, processing, review, and tracking of all certificates and letters.

Inspects approved Certificate of Zoning Plan Approval projects.

Organizes and maintains the temporary sign permit database.

Assists Current Planning staff with the review and evaluation of planning cases (e.g. Minor Subdivisions, Minor Modifications, Administrative Approvals, etc.).

Assists Long Range Planning staff with mapping and document creation.

Performs other related duties as assigned.

Typical Qualifications

Minimum Qualifications

Associate's Degree in City Planning, Architecture, Civil Engineering Technology, Construction Management, Geographic Information Systems (GIS), Landscape Design, Real Estate, or other relevant field (Bachelor's Degree in City Planning, Architecture, Civil Engineering Technology, Construction Management, Geographic Information Systems, Landscape Design, Real Estate, or other relevant field preferred) and some relevant paraprofessional experience (planning, architecture, civil engineering, construction management, geographic information systems, landscaping, real estate, or other relevant experience preferred), or any equivalent combination of education and experience.

Knowledge of mathematical calculations involving percentages, fractions, addition, subtraction, multiplication, and division.

Working knowledge of basic Microsoft office products, Windows, and use of GIS software (ESRI ArcGIS Desktop) to view, query and edit GIS data.

Knowledge of Planning principles and practices preferred.

Ability to understand, interpret, and apply necessary planning, zoning, and subdivision standards, policies, procedures, specifications, and City codes and ordinances.

Ability to perform administrative tasks such as permit and case possessing.

Physical Requirements

Ability to use computer terminals for sustained input and processing.

Ability to endure a variety of climatic and temperature conditions, sometimes in active construction sites and hazardous areas and conditions, often in areas of moving traffic.

Ability to move about the inside of an office space to access file cabinets and office equipment.

Constantly operate a computer and other office machinery, such as a copier, fax machine, mobile device, shredder, scanner, etc.

Must be able to remain in stationary position at workstation throughout scheduled workday.

Ability to exchange information with co-workers and citizens through use of email system, the telephone, and in-person interactions.

Ability to occasionally lift and move objects weighing up to 20 lbs.

Ability to move objects weighing up to 50 lbs. with the help of equipment / devices, on an infrequent basis.

Valid driver's license.

HEALTH BENEFITS

The City of Dublin offers a high deductible health care plan through United Healthcare that provides 100% coverage for preventative care. Employee or family coverage is available. Additionally our integrated wellness program, Healthy by Choice (HBC), allows employees to earn a waiver of all or a portion of the medical plan premiums.

HEALTH SAVINGS ACCOUNT / HEALTH REIMBURSEMENT ACCOUNT

Annually, the City will deposit 75% of your health insurance deductible amount into an HSA account in your name.

VISION AND DENTAL

The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.

LIFE INSURANCE

The City pays 100% of the premium for 1.5 times your salary up to $150,000 term life insurance coverage for the employee. Supplemental insurance is available.

RETIREMENT PENSION

The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.

VACATION

New employees accrue two weeks of paid vacation their first year. Vacation time increases with length of service time. Prior public service may be honored as service credit for vacation accrual.

PERSONAL LEAVE

Employees receive five prorated days of personal leave annually.

SICK LEAVE

Employees are advanced three sick days at the time of hire and accrue nine sick days in total annually.

OTHER

Ten paid holidays per year, employer paid short term disability, tuition reimbursement of up to $5,000 annually, recreation membership , and longevity pay after four years of full time completed service with the City of Dublin.
