The City of Dublin, Ohio is uniquely located in Central Ohio and is the second largest City and employment center in the region next to Columbus, Ohio. Dublin is a highly innovative organization as demonstrated by numerous awards, including Best Suburb To Do Business for 10 years in a row and ranking as one of the Best Small Cities in the U.S. in 2022. Dublin has seen sustained growth and is anticipated to continue to do so.

Successful candidates must be highly interested in the profession of city management, possess at least a bachelor’s degree in a relevant field with interest in obtaining, actively pursuing, or having completed a Master’s Degree in Public Administration, or related field. Candidates must demonstrate a true desire to seek a career in local government. Some relevant experience and knowledge of public administration and of research principles, methods, practices, and techniques is preferred. This position provides a unique opportunity for candidates interested in local government to work with several departments and support different leaders in the organization. This position will alternate departments every two to three years to gain a well-rounded experience in local government operations.

This position provides support through special projects, policy research, addressing resident concerns, budget management, performance metric maintenance, and project coordination.

Given the nature of this classification’s duties/responsibilities, it has been designated as Exempt under the governing Fair Labor Standards Act regulations and, therefore, is not entitled to formal overtime compensation and/or formal compensatory time.

Supervisory Responsibilities
Supervises Administrative Support I and up to two interns.


Examples of Duties

Essential Functions


Manages and assists with multiple special projects both internally and externally focused.

Researches best practices and policies/programs to provide recommendations for revising existing and developing new programs and services.

Assists with management team staff retreats and the coordination of other senior leadership and management team priorities.

Tracks and reports on Operating and Capital Improvement Program budgets.

Serves as an Liaison for the City’s Performance Analytics / Data Platform (ClearPoint)

Facilitates and leads City wide initiatives.

Co-leads the planning and execution of the City’s Citizen U (Citizen Academy).

Attends all Council Meetings and manages an agenda mapping tool to guide planning for 2-3 months of Council meeting agendas.

Researches and replies to citizen inquires in writing, via phone and in person.

Serves as the Office of the City Manager liaison to special City initiatives and employee committees as needed.

Represents the Office of the City Manager at various internal and external meetings and functions.

Supervises the front desk administrative support I position and coordinates the staffing of the front desk function.

Performs other related duties as assigned.

Typical Qualifications

Minimum Qualifications
Bachelor’s Degree in relevant field (Master of Public Administration Degree preferred) and some relevant experience.

Knowledge of Public Administration, Municipal Finance, Budgeting, and Accounting principles, methods, practices, and research techniques.

Excellent verbal communication skills.

Special Requirements
Valid driver’s license.

Physical Requirements
Ability to move about the inside of an office space to access file cabinets and office equipment.

Constantly operate a computer and other office machinery, such as a copier, fax machine, mobile device, shredder, scanner, etc.

Must be able to remain in stationary position at workstation throughout scheduled workday.

Ability to exchange information with co-workers and citizens through use of email system, the telephone, and in-person interactions.

Ability to occasionally lift and move objects weighing up to 20 lbs.

Ability to move objects weighing over 20 lbs. with the help of equipment/devices, on an infrequent basis.

Ability to enter data into computer system in a sustained manner.

HEALTH BENEFITS
The City of Dublin offers a high deductible health care plan through United Healthcare that provides 100% coverage for preventative care. Employee or family coverage is available. Additionally our integrated wellness program, Healthy by Choice (HBC), allows employees to earn a waiver of all or a portion of the medical plan premiums.

HEALTH SAVINGS ACCOUNT/HEALTH REIMBURSEMENT ACCOUNT
Annually, the City will deposit 75% of your health insurance deductible amount into an HSA account in your name.

VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.

LIFE INSURANCE
The City pays 100% of the premium for 1.5 times your salary up to $150,000 term life insurance coverage for the employee. Supplemental insurance is available.

RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.

VACATION
New employees accrue two weeks of paid vacation their first year. Vacation time increases with length of service time. Prior public service may be honored as service credit for vacation accrual.

PERSONAL LEAVE
Employees receive five prorated days of personal leave annually.

SICK LEAVE
Employees are advanced three sick days at the time of hire and accrue nine sick days in total annually.

OTHER
Ten paid holidays per year, employer paid short term disability, tuition reimbursement of up to $5,000 annually, recreation membership , and longevity pay after four years of full time completed service with the City of Dublin.
