What are the responsibilities and job description for the Engineering Project Inspector position at City of Dublin?
Primary Focus:
Conducts observations and inspections of construction projects for public infrastructure, right-of-way and residential and commercial building construction sites to ensure compliance with approved plans/permits and all applicable construction regulations, standards, guidelines, specifications, codes, and ordinances. Acts as a customer service liaison between construction contractors and property owners to ensure minimal inconvenience to property owners and minimal property damage.
Given the nature of this classification's duties/responsibilities, it has been designated as Non-Exempt under the governing Fair Labor Standards Act regulations and, therefore, is entitled to formal overtime compensation and/or formal compensatory time.
Supervisory Responsibilities:

Essential Functions:
Inspects and observes public infrastructure construction projects performed by contractors; reviews and interprets plans and specifications, measures material quantities, and ensures methods used conform to plans, specifications, and City regulations; prepares record of deficiencies and/or deviations and ensures proper file maintenance; coordinates with contractors, sub-contractors, and utility companies to ensure projects are progressing in an efficient and cost effective manner; resolves all construction conflicts that arise in the field.
Acts as a customer service liaison between construction contractors and property owners to ensure minimal inconvenience to property owners by ensuring proper traffic control and minimizing property damage; relays general information about the scope and schedule in addition to addressing all concerns and complaints; prepares public notifications including message boards and answers inquiries regarding construction activities; provides dispute resolution assistance to property owners, residents, and contractors.
Collects, prepares, and reviews quantities for pay requests and change orders for construction projects.
Performs conditional surveys of existing City infrastructure and makes recommendations for maintenance and repairs; ensures compliance with regulations, specifications, and testing; performs Long Line Striping program activities, including evaluating roadway conditions and determining the type of markings to be applied based on traffic volumes and road surface conditions and producing spread sheets with quantities for each type of marking.
Coordinates with contractors, inspection staff, and testing labs daily to ensure quality, accuracy, and conformance to project specifications through inspection and testing.
Inspects and observes public utility and public infrastructure within the public right-of-way or easements of the City to ensure compliance with all applicable construction standards, regulations, guidelines, specifications, codes and ordinances.
Reviews plans for permit application review and coordination of work within the public right-of-way; provides contract management and responds to general question inquiries from the public.
Performs other related duties as assigned.Minimum Qualifications:
High School Diploma or GED equivalent (Associate's Degree in Civil Engineering Technology preferred) and considerable progressively responsible public works construction or inspection experience in heavy highway, underground utility, residential and commercial site work, or any equivalent combination of education and experience.
Knowledge of public works construction concepts, principles, methods, practices, and procedures.
Physical Requirements:
Sufficient visual acuity to detect faults (poor construction, improper materials, etc.), at times in poorly lit areas.
Sufficient dexterity and mobility to perform all required inspection tasks on structures of varying design and height at varying construction stages, including stages when sidewalks, ramps, and stairs have not been installed.
Ability to endure a variety of climatic and temperature conditions, sometimes in active construction sites and hazardous areas and conditions, often in areas of moving traffic.
Ability to lift occasionally up to 50 lbs. for operational equipment and materials.
Ability to use computer terminals for sustained input and processing.
