Position Summary

Under general direction and reporting to the Field Supervisor, the Equipment Operator II operates equipment used for applying concrete, asphalt and other materials to road beds and parking lots for tamping gravel, dirt and other materials; operates medium and heavy equipment and performs and supervises performance of a variety of skilled and semi-skilled tasks in the maintenance, construction and operation of public works and park facilities; and performs other duties as assigned.

Job Duties

  • Operate road-surfacing equipment such as grader, roller, backhoe/loader, sewer jet/vac vehicle, pumps, hydraulic impact hammer, self-propelled street sweeper, front end loader, snow plow, snowgo, jet flusher, sewer rodder, sewer television truck, aerial bucket, log loader tractor, anti-icing unit and other trucks and vehicles in maintenance and construction tasks; equipment and vehicles to clear construction sites and move materials; heavy-duty construction and installation equipment; and manual and power tools including jackhammer, air compressor, pick, shovel, sledgehammer, grinder, drill and pipe wrench.
  • Load and unload heavy materials into trucks and construction equipment.
  • Check tires, oil, lubricants, water levels, lights and fuel in vehicles and equipment; wash, adjust and perform minor repair and maintenance on vehicles and equipment; and maintain time and other records
  • Consistently ensure and reinforce the proper use and compliance of safety protocols, both on and off job sites, for self and others.
  • Monitor construction operations.
  • Direct and inspect the work of construction and extraction personnel as a lead worker.
  • Coordinate construction project activities.
  • Drive trucks and truck-mounted equipment.
  • Assemble temporary equipment and structures.
  • Repair or replace, curbs, sections of concrete and asphalt streets; and walls and steps.
  • Clean equipment and facilities; and sanitary and storm sewers.
  • Maintain construction tools and equipment.
  • Dismantle equipment and temporary structures.
  • Inspect equipment and tools to be used in construction or excavation; and sanitary and storm sewers.
  • Spread concrete and other aggregate mixtures; sand, direct and other loose materials onto surfaces; and asphalt.
  • Shovel asphalt/rock, sand and gravel.
  • Direct vehicle traffic.
  • Apply material to fill gaps in surfaces.
  • Compact materials to create level bases.
  • Cut tile, stone and other masonry materials.
  • Break up rock, asphalt and concrete.
  • Install equipment attachments and components.
  • Build construction forms and molds.
  • Mark reference points on construction materials.
  • Respond to questions and requests.
  • Excavate and back fill trenches using hand tools.
  • Take initiative to cross train self and others to strengthen knowledge base and provide support to other departments or divisions.
  • Perform extensive snow and ice control operational duties - individually, as a team member, or as a team leader.
  • Assist other departments with various duties as needed.

Qualifications

MINIMUM QUALIFICATIONS:


  • At least two years’ experience operating light, medium, and heavy construction equipment
  • At least two years’ experience in both asphalt and concrete maintenance and repairs
  • High School Diploma or equivalent.
  • Possession of a Class A Commercial Driver’s License with air brakes, combination and tanker endorsements
  • Ability to obtain and maintain certification for respiratory use in confined spaces within one year of starting date

PREFERRED QUALIFICATIONS:
  • Experience in a leadership role
  • Previous experience in Public Works’ Snow and/or Ice Control Operations
  • Experience working with a diverse workforce
  • Experience with data entry or computer experience
  • Welding and fabricating experience

PHYSICAL REQUIREMENTS: Duties require sitting, standing, walking on uneven surfaces, climbing, reaching, kneeling, bending, stooping, squatting, grasping and repetitive motions; both near and far vision (with or without corrective device); lifting, dragging and pushing vehicles, motors, engines and equipment and supplies weighing up to 65 pounds; acceptable hearing (with or without corrective device); work with power and noise-producing tools and equipment; and driving a motorized vehicle.

WORKING CONDITIONS: Work is performed in all weather conditions, including wet, hot and cold, indoors and outdoors; during a range of shifts: regular, evening and weekend; and outdoors, responding to weather related emergency operations and being on call throughout the year including holidays and weekends.

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within fifty (50) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment, but within two years of appointment.
