GENERAL SUMMARY: Under general supervision, apply theory and principles of civil engineering in planning, designing, and overseeing construction and maintenance of structures and facilities under the direction of engineering staff; perform construction inspection and surveying, computer-aided drafting/design (CAD) and routine engineering design; perform laboratory and field testing of aggregates, asphalt, concrete and soil materials; utilize GIS to access and update infrastructure records and locate utilities in the field as part of Iowa One-Call services and perform other duties as assigned.

- Inspect facilities, public works projects, sidewalks, driveways, curbs, or excavation sites to determine if they meet applicable plans, specifications, or standards.
- Review technical documents.
- Keep detailed records of construction activity.
- Create graphical (CAD and map) representations of civil structures.
- Test characteristics of materials or structures.
- Prepare specifications, calculating quantities and construction cost estimates and engineering reports for public works construction projects.
- Confer with other personnel to resolve design or operational issues.
- Update and redraw construction plans.
- Assist in construction surveying.
- Utilize GIS to access and update infrastructure records.
- Locate existing utilities for Iowa One-Call services.
- Perform laboratory and field tests of aggregates, asphaltic cement concrete, Portland cement concrete, soils and related materials.
- Respond to inquiries from the public, developers, engineers, surveyors, other City departments and outside agencies.
- Issue permits.
- Respond to questions and service requests.
- Participate in the city’s intercultural competency training and program.
KNOWLEDGE, SKILLS AND ABILITIES:
- Civil Engineering and Technology - Knowledge of the practical application of civil engineering science, CAD technology and surveying. This includes applying principles, techniques, procedures, and equipment to the design and production of various and services.
- Building and Construction - Knowledge of materials, occupational safety hazards, project methods and regulations, and the tools involved in the inspection, construction or repair of houses, buildings, or other structures such as highways and roads.
- Design - Knowledge of civil engineering design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
- Clerical - Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
- Customer and Personal Service - Knowledge of principles and processes for providing customer services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Computers and Electronics - Knowledge of processors, electronic equipment, and computer hardware and software, including AutoCAD and surveying applications and programming.

- At least 6 months of CAD drafting experience in a Civil Engineering related field (drafting related to municipal improvement projects such as streets, storm or sanitary sewer utilities, water main utilities, or other related utilities/facilities); and
- At least 6 months experience working on public infrastructure related construction projects; and
- High School Diploma or GED; or
- Equivalent combination of education and experience.
- Possession of a valid driver’s license or ability to obtain prior to first day of appointment.
PREFERRED QUALIFICATIONS:
- Surveying and/or public works construction experience.
- 2 years of CAD drafting experience in a Civil Engineering related field (drafting related to municipal improvement projects such as streets, storm or sanitary sewer utilities, water main utilities, or other related utilities/facilities).
- Associate's degree or major coursework in CAD, Infrastructure Construction, Civil Engineering, Construction Inspection or a related field; or
- 2 years of experience, performing construction inspection, or working on public infrastructure related construction projects.
- Experience working with a diverse workforce.
