About this Position
Park Maintenance temporary employees perform manual, unskilled, and semi-skilled maintenance work at various City parks.
  • Work Schedule: 40 hours/week; Monday through Friday, 7:00 a.m.-3:30 p.m. (Some weekend and evening shifts may be assigned.)
  • Pay Rate for Temporary Groundskeeper positions:
    • Laborer II - Parks: $17.50/hour (requires a driver's license)
    • Laborer I - Parks: $17.00/hour (does not require a driver's license)
    • Park Maintenance Helper: $15.00/hour (work 20/week and does not require a driver's license)
  • Anticipated Term: May 19, 2025, until mid-August (max. of 67 working days)

SUMMARY/PURPOSE
To perform manual and unskilled maintenance work at various City parks. Duties may include work in the following areas, but are not limited to just one area: Horticulture, Athletic Field Maintenance, General Park Maintenance, Mowing Crew, Facility Maintenance, or Forestry.

SUPERVISION RECEIVED
For both one-of-a-kind and repetitive tasks, the supervisor makes specific assignments that are accompanied by clear, detailed, and specific instructions. Incumbents work as instructed and consult with the supervisor.

Essential Duties & Responsibilities (other duties may be assigned)

Duties may include work in the following job descriptions but are not limited to just one area:

Horticulture: Maintain City gardens and surrounding areas in various City parks. Duties include planting flowers/trees/shrubs, weeding gardens, mulching gardens, watering, mowing, weed whipping, pruning shrubs, and maintaining public spaces and buildings.

Athletic Field Maintenance: Assist in the maintenance of the City's athletic fields at various parks and athletic complexes. Duties include preparing athletic fields for play, chalking lines, painting/striping fields, mowing, weed whipping, landscaping and sodding, litter removal, and maintenance of public spaces and buildings.

General Park Maintenance: Duties may include litter removal, shelter/restroom and building maintenance and cleaning, mowing, weed whipping, playground maintenance, and various other duties.

Mowing Crew: Duties may include operating hand mowers, weed whips, riding mowers, and leaf blowers. Other duties include tree trimming, brush removal, and litter removal.

Facility Maintenance: Assist in the daily clean up of park shelters, restrooms and various park buildings. Duties include general cleaning, restocking, and litter removal.

Forestry: Assist the City tree crew in the cleanup of diseased and hazardous trees, tree trimming, pruning, brush removal, planting of trees and shrubs, and various related duties.

Minimum Qualifications

Age Requirements
A. Must be 18 or older by date of hire.

License Requirements
A. Laborer II - Parks - Possess and maintain a valid Minnesota Class D driver's license or privilege.
B. Laborer I - Parks - No specific licenses required

Knowledge Requirements
A. Knowledge of problem-solving and conflict-resolution techniques.
B. Knowledge of applicable safety requirements.
C. Knowledge of, or the ability to learn, City policies and procedures.

Skill Requirements
A. Skill in safe use of required tools and maintenance equipment.
B. Skill in the operation of office equipment including, but not limited to, general computer systems, job required software applications, the internet, and modern office equipment.
C. Skill in managing one's own time.
D. Skill in completing assignments accurately and with attention to detail.

Ability Requirements

K. Ability to frequently bend, squat, crawl, climb, reach, crouch, kneel, balance, push and pull to perform park and garden maintenance tasks.
L. Ability to use a variety of hand tools, shovels, rakes, hoes, loppers, mowers, weed whips, blowers, and other park maintenance equipment.
M. Ability to use garden and landscape tools and equipment, including tillers, lawn tractors, and utility vehicles.
N. Ability to frequently lift and carry items, such as fertilizer sacks, tools, and maintenance machinery.
O. Ability to problem?solve a variety of situations.
P. Ability to set priorities and complete assignments on time.
Q. Ability to attend work as scheduled and/or required.

Physical Demands
The work requires considerable and strenuous physical exertion such as frequent climbing of tall ladders, lifting heavy objects over 50 pounds with assistance, or crouching or crawling in restricted areas.

Work Environment
The work environment involves moderate risks or discomforts requiring special safety precautions (e.g., working around moving parts, carts, or machines, or with contagious diseases or irritant chemicals). Employees may be required to use protective clothing or gear such as masks, coats, boots, goggles, gloves, or shields. Employees may work in all types of weather conditions.

The City of Duluth conducts the following pre-employment checks for this position:

All final candidates must successfully complete and pass the City's pre-employment process before their first day of employment with the City.

Any applicant who has been found qualified to participate in a selection process for a position in the classified service who has reason to contest the validity or fairness of any step in the selection process may appeal to the Civil Service Board within 10 calendar days of the examination. (If the examination is an Education/Experience Review, the applicant must appeal within 10 calendar days of the closing date for accepting applications.) The notice of appeal shall be in writing, shall contain a complete statement of the matter in controversy and the relief requested, and shall be signed and dated by the appellant. The notice shall be addressed to the Civil Service Board and be delivered to the Human Resources Office.
