JOB SUMMARY

The GIS Analyst is responsible for developing, maintaining, and analyzing geographic information system (GIS) data to support various city departments and community needs. This role involves creating detailed maps, performing spatial analysis, managing data integration, and providing GIS solutions for infrastructure planning, zoning, land use, and environmental assessments. The GIS Professional will ensure data integrity and compliance with regulatory standards and facilitate effective communication of spatial data through visualizations, reports, and public presentations.

ESSENTIAL JOB FUNCTIONS

GIS Database Management

· Develop, maintain, and update GIS databases containing critical information on infrastructure, zoning, land use, transportation networks, public utilities, and environmental data.

· Ensure datasets are accurate, well-organized, and up-to-date to support informed decision-making across city departments.

Mapping and Cartography

· Produce high-quality maps and visual representations of spatial data for internal reports, city presentations, and public displays.

· Design cartographic layouts that effectively communicate complex spatial data to both technical and non-technical audiences.

Spatial Analysis and Modeling

· Perform spatial analysis to support city projects, including demographic studies, environmental assessments, transportation modeling, and land use planning.

· Use GIS tools to generate insights and predictive models that aid in decision-making for city planning and resource management.

Data Integration and Management

· Integrate data from various sources, such as CAD, LiDAR, GPS, and aerial imagery, into GIS systems to create comprehensive, multi-layered datasets.

· Work closely with other departments to collect and incorporate new data and improve existing data quality.

Departmental Collaboration and Support

· Collaborate with city departments, including planning, engineering, public safety, and public works, to provide GIS solutions tailored to specific project needs.

· Offer GIS insights and expertise that enhance project outcomes and support departmental goals.

Public Outreach and Reporting

· Prepare visualizations, maps, and reports that clearly convey GIS data findings to the public, city officials, and other stakeholders.

· Participate in public meetings or outreach events to present GIS data and analysis that supports community engagement and transparency.

System Maintenance:

· Manage GIS software and hardware to ensure smooth operation and system availability, troubleshooting technical issues as they arise.

· Conduct regular updates and maintenance on GIS systems to uphold data security and system reliability.

Data Compliance and Standards:

· Ensure all GIS data and practices adhere to local, state, and federal standards and guidelines, maintaining data integrity and regulatory compliance.

· Implement best practices in data management, documentation, and quality control to ensure accurate and compliant data.

· Performs additional duties as assigned that fall within the scope of the job functions.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Requires a Bachelor’s degree in GIS, Geography, Urban Planning, Geology, Surveying, or a related field, and two (2) years of related work experience. An equivalent combination of education and/or experience will be accepted on a year for year basis. The total qualifying equivalent combination is six (6) years.

KNOWLEDGE, SKILLS, AND ABILITIES

· Knowledge of departmental practices and systems.

· Knowledge of GIS software platforms (e.g., ArcGIS, QGIS, MapInfo) and proficiency with various spatial data formats, including shapefiles, geodatabases, raster, and vector data.

· Knowledge of GPS data collection methods, LiDAR, CAD integration, and remote sensing for accurate and comprehensive GIS datasets.

· Skilled in spatial analysis techniques, geoprocessing, and data modeling to support decision-making in urban planning, environmental assessments, and infrastructure projects.

· Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.

· Skilled in using computers for data entry.

· Skilled in using computers for word processing, producing worksheets, and preparing presentations.

· Ability to analyze geographic and demographic data to extract insights and support data-driven decisions across city departments.

· Ability to maintain a professional demeanor and orientation toward customer service.

· Ability to supervise, organize, and communicate effectively.

· Skilled in using highly technical computer applications, such as GIS or CAD.

· Ability to use medium equipment and machinery, such as vehicles.

· Ability to create plans for and provide project management of minor and major construction projects.

· Ability to create plans for and guide implementation of new technology systems.

· Ability to maintain constructive and cooperative working relationships with others.

· Ability to cooperate with fellow employees as a team member.

CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS

· The candidate must have a valid, US, driver’s license.

· GISP Certification from GISCI preferred.

· ESRI Technical Certification preferred.

Job Type: Full-time

Pay: $66,965.90 - $82,033.23 per year
