JOB SUMMARY AND DESCRIPTION

Under general supervision of the Regional Emergency Management Operations Coordinator (Regional EMC), this position will assist with the planning, direction, and execution of all activities and operations of the Southwest Regional Emergency Management System comprised of the Cities of Cedar Hill, DeSoto, Duncanville, and Lancaster. With the combination of the four cities, this position covers a diverse population of approximately 180,000 over 105 square miles. Duties are accomplished by supporting activities through all phases of emergency management: prevention, mitigation, preparedness, response, and recovery. Keep current on emergency management policies, laws, and practices by attending meetings, workshops, and conferences. Assist with activities of the Emergency Operations Centers when activated. Assist Regional EMC in maintaining: Emergency Operations Plan, Hazard Mitigation Plan, and other applicable plans and assessments, to keep documents current and in compliance with the National Incident Management System (NIMS) and state policies. Perform other related work as required. The position is housed at the Duncanville Fire Administration, unless changed with coordination with Specialist.

ESSENTIAL JOB FUNCTIONS

Emergency Management Program Implementation

  • Collaborate with the Regional EMC to manage and implement the comprehensive emergency management program for the Southwest Regional cities.
  • Research, develop, write, evaluate, and maintain emergency management plans and annexes, ensuring compliance with state and federal regulations.
  • Work with city staff and departments to create systems, processes, and procedures to support emergency management functions.

Emergency Monitoring and Response

  • Monitor potential emergencies, including severe weather, and initiate emergency notifications via systems such as the emergency notification system and Outdoor Warning System.
  • Activate and staff the Emergency Operations Center (EOC) as needed to provide emergency response support.
  • Maintain the EOC in a state of readiness by testing technology, stocking supplies, and conducting training sessions for city staff.

Disaster Planning and Recovery

  • Assist in planning and coordinating disaster response operations, including damage assessments, sheltering, volunteer and donations management, evacuation, and other emergency activities.
  • Support disaster recovery efforts by participating in the planning and execution of recovery strategies.

Public Outreach and Education

  • Conduct public education presentations and represent the City at local events to deliver emergency preparedness information.
  • Assist in planning and executing trainings and emergency exercises (e.g., tabletop, functional, and full-scale) for city departments and community partners.

Grant and Resource Management

  • Assist with locating grant opportunities, submitting applications, managing awarded grants, and preparing financial reports for reimbursement of expended funds.
  • Assist the Regional EMC in managing public and internal emergency notification systems for each city.

System Readiness and Maintenance

  • Ensure the Outdoor Warning Siren system in each city is in a state of readiness by scheduling maintenance and performing monthly tests.
  • Maintain readiness through continuous evaluation and improvement of emergency tools and systems.

Professional Development and On-Call Support

  • Attend training courses to further knowledge and expertise in emergency management.
  • Serve on a rotational on-call basis to activate the EOC 24/7/365 as required by emergencies or disasters requiring emergency management assistance.

EDUCATION AND EXPERIENCE REQUIREMENTS

Requires an Associate’s Degree in Emergency Management, Public Administration, or a related field, and one (1) year of related work experience. An equivalent combination of education and/or experience will be accepted on a year for year basis. The total qualifying equivalent combination is three (3) years.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability and desire to quickly learn and engage in significant emergency management programs and initiatives.
  • Proven project and program management ability.
  • Creative problem solver and ability to make decisions.
  • Basic knowledge of emergency management principles and practices, the Incident Command Systems (ICS,) the National Incident Management System (NIMS), and federal, state, and local laws pertaining to emergency management.
  • Ability to establish and maintain effective working relationships with City staff, public officials, volunteers, media representatives, and the general public.
  • Ability to multi-task, organize, prioritize, adapt to constantly changing situations and effectively take appropriate action.
  • Ability to communicate in a clear, concise, and effective manner, both verbally and in writing.
  • Ability to analyze and compile data and other information for reports.
  • Self-disciplined and self-motivated to work alone and with others; ability to exercise sound judgment in safeguarding confidential or sensitive information.
  • Ability to maintain emotional control and work effectively during emergencies, crisis situations, or extremely stressful situations.
  • Advanced proficiency level utilizing Microsoft Office applications and the ability to learn other apps or platforms quickly.
  • Knowledge of or willingness to learn Geographical Information Systems.

CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS

  • The candidate must have a valid, US driver’s license
  • Bilingual preferred
  • Position may regularly require both work at night and on weekends; this is most likely during disastrous events, which may occur at any time.

Pay: $50,040.82 - $72,559.18 per year
