Hiring Range : $84,428 - $95,000

Hours : 9-5 M-F, 40 hours per week

The Office of Survivor Care is a newly established entity created in response to the recommendations of the Community Safety & Wellness Task Force. This task force, led by members of the community, was formed to address critical issues surrounding safety, well-being, and the need for comprehensive support for survivors of violence and trauma. Its work underscored the importance of a dedicated office to provide holistic, survivor-centered services and resources, ensuring individuals impacted by violence receive the care and advocacy they need to heal and thrive. The Office of Survivor Care embodies this vision, prioritizing collaboration, equity, and community-driven solutions.

The Office of Survivor Care is seeking an experienced and motivated Program Manager to lead the development, implementation, and management of this newly established office. The Program Manager will supervise a small, dedicated team focused on providing support to survivors of community violence. This role will involve collaborating with local organizations, law enforcement, healthcare providers, and other community resources to ensure a coordinated, trauma-informed response. The ideal candidate will have experience in project management, be well-versed in best practices related to survivor care, community-based interventions, and violence prevention, and will play a key role in shaping the mission and effectiveness of this critical program.

This position sits within the Community Safety Department. This department also houses the city's HEART team, an alternative response program. You can learn more about this program here, This position will start as a pilot and as a 3-year position, full time with benefits, with the possibility of continuation after the pilot dependent upon pilot results and available funding. This position will report to the Clinical Manger for Durham's Community Safety Department.

Duties / Responsibilities

Knowledge :

  • Strong understanding of best practices in trauma-informed care, crisis intervention, and violence prevention.
  • Familiarity with local resources and services for survivors of violence, including legal, medical, and counseling supports.
  • Knowledge of community-based approaches to addressing violence and systemic barriers affecting marginalized populations.

Skills :

  • Excellent leadership and team-building skills.
  • Strong interpersonal and communication abilities, with the capacity to foster partnerships across diverse sectors.
  • Proficiency in grant writing and budget management.
  • Ability to manage multiple projects, set priorities, and meet deadlines.
  • Key Responsibilities :

    Program Development and Leadership :

  • Oversee the creation and strategic development of the Office of Survivor Care.
  • Help develop and lead a small, interdisciplinary team, ensuring they have the support and resources to succeed.
  • Develop and implement policies and procedures that ensure the office's operations are aligned with best practices in trauma-informed care.
  • Evaluate program outcomes and use data-driven approaches to continually improve services offered to survivors.
  • Team Supervision :

  • Provide direct supervision to an interdisciplinary team.
  • Foster a supportive, collaborative, and inclusive team environment.
  • Provide guidance, mentorship, and performance evaluations for staff members.
  • Ensure staff are trained in the latest practices for trauma-informed care and crisis intervention.
  • Coordination with External Resources :

  • Build and maintain relationships with community organizations, healthcare systems, law enforcement, mental health providers, and other stakeholders.
  • Coordinate referrals and resource sharing between the Office of Survivor Care and external partners to ensure a comprehensive and seamless support network for survivors.
  • Serve as the liaison between the Office of Survivor Care and community-based coalitions addressing violence prevention and survivor advocacy.
  • Survivor Support and Advocacy :

  • Ensure the office provides survivors with personalized, culturally competent support services that prioritize safety, healing, and empowerment.
  • Advocate for survivor needs within the community, influencing policies and practices that contribute to violence prevention and community wellness.
  • Stay informed on emerging trends, research, and legislation affecting survivors of violence to keep programs relevant and effective.
  • Grant Management and Reporting :

  • Identify and apply for grants or other funding opportunities to sustain and expand the office's work.
  • Manage budgets and financial reports related to survivor services and program development.
  • Prepare and submit regular reports to funders, the Director, and other stakeholders on program outcomes and progress.
  • Minimum Qualifications & Experience

  • Bachelor's degree in business or public administration, or directly related field
  • Five years of professional experience in program management, preferably in the areas of survivor care, community violence, or trauma-informed services.
  • Two years of supervisory experience.
  • Demonstrated experience supervising small teams and managing multidisciplinary programs.
  • Experience working with community organizations, public health systems, or violence prevention initiatives.
  • Preference for individual with lived experience surrounding community violence.
  • Additional Preferred Skills

  • Master's degree in Social Work, Public Health, Public Administration, Public Policy, Business Administration, Organizational Development, Design Strategy and Research or related field preferred
  • Excellent leadership and team-building skills.
