Summary
Plans, organizes, directs engineering functions including capital construction projects, engineering design, and maintenance of roadways and surface water systems. Oversees and participates in the review and evaluation of complex development proposals and land use applications to determine impacts on the City's infrastructures. Develops and / or participates in approval of development and construction proposals, projects, and plans.

Essential Duties and Responsibilities
- Participates in the development of City short and long range business plans, policies, and procedures.
- Develops and implements design standards and policies that serve the city's best interests and comply with long range planning.
- Directs and performs engineering management over large and multi-faceted projects, directing and / or performing project planning and design, developing and administering project terms and conditions, and evaluating contract compliance.
- Directs the conduct of engineering studies that evaluate feasibility of proposed or ongoing projects or methods, or to determine solutions to existing field problems, assembling and evaluating technical data, providing technical leadership and solutions.
- Plans, organizes, directs, and coordinates capital improvement projects including engineering design, field survey and construction management for the public infrastructure needs of the community.
- Organizes, prioritizes, and evaluates the work of professional and technical and staff, in reviewing and evaluating complex development and land use applications and plans, and related infrastructure system plans and impacts.
- Oversees and participates in analysis of effects / impacts proposed development and new construction on city infrastructure. Supervises and participates in preparing reports in connection with development and construction reviews.
- Participates in the development of, and implements policies and ordinances controlling the impact on land use by construction, development, right of way or infrastructure systems changes.
- Coordinates technical reviews to ensure that impacts of land use actions or developments do not adversely affect traffic and surface water systems. Identifies potential conflicts and resolves issues.
- Plans and schedules work, estimates staffing needs, assigns projects, reviews progress and establishes priorities for completion, resolving conflicts and ensuring timely and cost-effective completion of work.
- Manages and participates the programs, activities and projects connected with transportation and related engineering. Participates in preparing the City's transportation system plan. Provides consultation on and recommends long range transportation plans and related infrastructure.
- Oversees special programs and projects such as those addressing transportation and neighborhood traffic patterns.
- Oversees, coordinates, and participates in developing the annual budget for development and engineering services. Recommends projects and project costs. Participates in the grant development process.
- Reviews technical reports, plans, structural calculations, and specifications prepared by others for adherence to City standards and accepted engineering practices.
- Oversees and participates in special engineering studies such as proposed zoning changes, new construction, traffic facilities, and public transportation.
- Participates in a variety of meetings, conferences, and trainings.
- Performs other duties as assigned that support the overall objective of the position.
