Job Summary
The Community Development Director plays a pivotal role in the City’s Community Development Department and Economic Development Program. Applicants must be self-motivated and serve as the City’s business liaison, working with existing businesses, developers and government entities to market and promote the City. In addition, this position requires the management of the City Planning Division, including administration of all components of the Comprehensive Plan, activities of the Planning Commission, and preparation and amendments to the City Code.
Responsibilities
- Oversees and administers all Planning and Zoning activities, including the review of development proposals to ensure conformance with growth goals and policies, and directs the physical development of the community including administration of all parts of the Subdivision Ordinance.
- Manages all developer agreements to include required fees, developer obligations and maintenance of escrow accounts.
- Guides and provides recommendations to the Planning Commission and City Council on Comprehensive Plan policy, including implementing and updating the City's Comprehensive Plan.
- Oversees and develops the City's Economic Development plans and activities.
- Serves as a staff liaison for the Planning Commission meetings and prepares agendas supporting material for meetings.
- Oversees the review of and recommend changes to the City's Codes and Ordinances, and provides assistance and resolution in zoning disputes or similar issues that arise in the performance of this position.
- Build and maintain relationships with community partners, stakeholders, and local organizations.
- Leads the Community Development Department, including the preparation and monitoring of budgets. Maintains and monitors the City GIS program.
Requirements
- Extensive experience in business retention, recruitment and marketing.
- Ability to work effectively and cordially with city officials, outside agencies, consultants, developers, coworkers and the general public.
- Working ability to read and interpret financial reports, building and site plans, plats and city service maps.
- Working ability to perform mathematical calculations, analyze data, prepare reports and make public presentations using various Microsoft and Adobe products.
- Good communication abilities and a positive personality.
- Effective organizational skills to manage projects and document department records.
- Ability to work independently and provide appropriate work direction and supervision to department staff.
- Ability to work in a deadline driven, fast paced environment that requires continual interaction with the public, staff and elected officials.
