Your day to day as a Water Quality Coordinator

As the Water Quality Coordinator at the City of East Moline, you will operate under the general supervision of the Water Filtration Plant Director and will oversee and coordinate essential water quality activities. This multifaceted role includes monitoring water quality, managing laboratory operations, and testing various water quality parameters to maintain the highest standards. You will engage in customer outreach and education, ensuring the community is informed and empowered. Additionally, you will coordinate lead program initiatives and ensure strict adherence to regulatory compliance, guaranteeing that our municipally produced water consistently meets state and federal EPA regulations.

What we're looking for in a Water Quality Coordinator

To thrive as a Water Quality Coordinator with the City of East Moline, you must possess a robust skill set that integrates technical expertise and analytical prowess. A deep understanding of water treatment plant operations is essential, along with proficiency in chemical and bacteriological laboratory techniques, including sampling, testing, and data analysis. You should be adept at evaluating laboratory and scientific data to identify errors, troubleshoot issues, and implement necessary modifications.

Strong knowledge of water chemistry, treatment techniques, and proper chemical dosing is crucial, as is familiarity with lead health hazards and relevant regulations. Additionally, knowledge of PFAS testing methodologies, EPA and NPDES permit requirements, and safety standards is vital. This role also demands strong communication skills to convey complex technical information effectively, alongside the ability to train and supervise staff while collaborating across departments.

Finally, analytical skills and proficiency in data management software and GIS mapping will ensure you can deliver the best outcomes for our community's water quality.

Knowledge and skills required for the position are:

  • In-depth understanding of the operation of water treatment plants
  • Proficient in chemical and bacteriological laboratory techniques, including sampling, testing, and data analysis
  • Ability to evaluate laboratory and scientific data, recognize errors and outliers, troubleshoot, develop and implement modifications and corrective actions as necessary
  • Strong knowledge of water chemistry, treatment techniques, and proper chemical dosing
  • Familiarity with lead health hazards, corrosion control, service line replacement, lead regulations and related public health implications
  • Working knowledge of PFAS testing methodologies and remediation strategies, along with emerging regulatory guidelines
  • Thorough understanding of IEPA, EPA, and NPDES permit requirements, as well as local municipal water ordinances
  • Familiarity with OSHA, IDOL safety standards and proper chemical handling procedures
  • Ability to utilize computer software for data management, GIS mapping, and CMMS tracking
  • Proven ability to train and supervise staff, communicate complex technical information, and collaborate with multiple departments
  • Strong analytical skills and the ability to perform precise mathematical calculations for water quality data analysis
