What are the responsibilities and job description for the Systems Control Technician position at City of East Point, GA?
This position is responsible for:
1. Performing Substation switching and maintenance repair, installation of all substation equipment.
2. Perform installation and maintenance of all transformers rated and self contained three phase metering. Also performs disconnects and reconnects for all three phase metering installations.
3. Perform maintenance, installation and repair of all East Point traffic signals and control cabinet for all 53 city owned intersections. Program all traffic signal controllers to properly control traffic. Parameters such as timing, loop detection, etc. are included.
System Control Technician is a technical position requiring certain levels of experience in the field. This is not an entry level position.
Major Duties
- Perform all required substation switching and tagging for outage restoration and scheduled maintenance.
- Regularly perform visual inspections, equipment testing, load meter reading and recording. Perform necessary maintenance and repair as required.
- Troubleshoot substation problems as they arise.
- Install, maintain, troubleshoot and repair all transformer related and self contained and three phase metering customer locations.
- Periodically safely test and record all metering equipment.
- Program all three phase meters to ensure accuracy.
- Install, maintain, troubleshoot and repair all traffic signals and controllers, for all city signaled intersections and loop detectors.
- Program all traffic controllers and loop detectors as required.
- Perform maintenance and repair of SUBSTATION RTU’s used for SCADA.
- Respond to citizens/customers.
- Mandatory assignment of weekly rotated on-call status.
- Perform other duties as assigned.
- Be able to work under inclement weather conditions for extended periods.
Minimum Qualifications
High School diploma or equivalent; three (3) to four (4) years or related experience; College course work or technical school courses in Substation, ITS, Electrical Meters, and Traffic Controller helpful, but not required.
Knowledge Required by the Position
Pre-Requisite Knowledge for position:
1. General knowledge of substation equipment and operation, including breakers and voltage regulators.
2. General knowledge of all required safety equipment and procedures, including PPE for electrical systems.
3. General knowledge of single and three phase metering.
4. General knowledge of traffic signal operation, installation and equipment.
5. Knowledge of bucket truck safety and operation.
6. Possession of CDL license not required, but helpful.
Post-Requisite Knowledge for position:
(Must be obtained within required established period)
- Must obtain MEAG low side and high side certification as prescribed.
- Possess ability to complete all metering and traffic schools and seminars.
Supervisory Controls: The Systems Control Supervisor assigns work in terms of general instructions. The work is spot-checked by Supervisor and/or Senior Technician in progress and upon completion for compliance with instructions and established procedures and accuracy.
Guidelines: Guidelines include the National Electric Code, City Codes, the Southern Building Code, Electric Cities safety regulations and supervisory instructions. These guidelines are generally clear and specific, but require some interpretation in application.
Complexity: The work consists of related duties in the installation, maintenance and repair of electrical equipment, substations, wires and cables. The work is made difficult by extreme weather conditions and working with energized conductors.
Scope and Effect: The purpose of this position is to assist with the installation, maintenance and repair of equipment. Successful performance helps ensure the safe, efficient, and effective provision of electrical services.

Physical Demands: The work is typically performed while intermittently sitting, standing, crouching, stooping and bending. The employee must frequently lift light and heavy objects, use bucket trucks, use tools or equipment requiring a high degree of dexterity, and distinguish between shades of color.
Work Environment: The work is performed outdoors, where the employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, high voltage, and occasional inclement weather. This work requires the use of protective devices such as gloves.
