Under the general direction of the Information Technology Director, the Senior Program Manager performs high-level program management skills and general application development knowledge for all departments of the City of East. Strong decision-making ability and resource management skills along with strong analytical and problem-solving skills. The ability to be flexible and adapt as needed between in-person and virtual environments.• Builds and manages relationships with business leaders to understand the vision and goals and works to translate vision into business requirements.
• Manages multiple key projects with significant scope and complexity simultaneously. 
• Organizes and leads matrixed teams to successfully deliver on programs. 
• Synthesizes the business and technical landscape into a sound project strategy and execution plan.
• Creates a communications process to ensure stakeholders are aware of status, risks, and opportunities.
• Cultivates trust with all program stakeholders. 
• Formulates mitigation strategies and recommends solutions. 
• Drives execution of project and program deliverables. 
• Improves delivery and operational processes to optimize performance and value over time.
• Interacts with senior leaders across a highly matrixed environment in both IT and business communities.
• Oversees QA activities to ensure project deliverables meet / exceed established standards.
• Prepares and delivers presentations regarding program status to key stakeholders.
• Provides risk management and issue/problem resolution as required. 
• Synchronizes and manages cross-project interdependencies.
• Required to have prompt, regular attendance in-person and be available to work on-site, in person during regular business hours and as needed. 
• Performs other duties as assigned by an appropriate administrator or their representative.Bachelor’s degree in Information Technology, Computer Science, Engineering, or a related field. Master’s degree preferred. PMP certification preferred, but not necessary. At least 7-10 years of applied Program Management experience. Proficiency in Project Server or MS Project preferred. Professional technical experience managing a project life cycle.• Demonstrated expertise in utilizing various Project Methodologies – Waterfall, Agile, Scrum.
• Demonstrated expertise in Business Analysis and Process Mapping. 
• Demonstrated expertise in Workflow Analysis and Development.
• Demonstrated experience in identifying, presenting and medicating risks/issues.
• Demonstrated experience in managing Stakeholders and Business Owners 
• Extensive knowledge of MS SQL Server, MS Access, and Microsoft Office products. 
• Exemplary ability to create, lead and manage project teams. 
• Ability to prioritize Project Requests and collaborate with necessary Subject Matter Experts to form project teams. 
• Ability to establish and maintain effective written and oral communication with all employees, public officials, citizens and vendors, and to work in close cooperation with all staff level to fulfill the responsibilities of the position. 
Supervisory Controls: May supervise or train the work of lower level Program Management staff or vendors and/or consultants.
Guidelines: Guidelines include the City and departmental policies and procedures. 
Complexity: The work consists of a variety of administrative and clerical duties; project management. 
Scope and Effect: This position will provide technical and project management support on various projects, including scope of work, user needs assessment, implementation, training, etc.
Personal Contacts: Contacts are typically with co-workers and staff, consultants, department heads, the Mayor, and Council Members. 
Purpose of Contacts: Strategically plans to provide City departments Program Management to make decisions of greater efficiency and accuracy. 
Physical Demands: The majority of work is performed in a general office setting with no unusual environmental factors. The incumbent needs to be able to work in a fast paced, time-sensitive, sometimes stressful situation, requiring significant time management skills. 
Work Environment: Work is primarily in an office environment with occasional field work which is performed outdoors and may be in a variety of weather conditions which may be extreme at times.

Salary : $74,026 - $115,471
